-- the coal opec of the world. there are ways to get fuel to burn from that than from refineries. . why is it you want to get rid of all these cars? right now i could not afford to buy a new car. guest: a couple of things -- your choice is never going to be taken away. it is up to you whether you want to buy a used or new car. what this bill does is it creates a new incentive to get all rosales back up so we can put people back to work. the idea is what we want people working and pay taxes then drawing benefits, whether unemployment or whatever, trying to help the auto industry get through this. more than just the big three. toyota supported this, honda, mazda, and a number of other countries. you still maintain the right you have to drive whenever vehicle you want, whether it is a use for a new car. you are right on when you talk about coal and oil from tar sands and that kind of thing. i'm a big supporter of all of the above. we need to do it all. in my district in michigan this past week and gas went up to $2.95

personally i believe the market is being manipulated, obviously we know that opec has a cartel that quite openly minupulates the market and it's incredible the western governments don't have a body to stand up against opec. it's one of the biggest cartels in the world and it's there to drive up prices for all of us consumers in the west, yet there's very little done about it. but i also think oil prices are being manipulated in the market and that i would say that governments need to investigate why are oil prices at $60 today when they should logically be at 25 or 30 dollars maximum. oil is a wash in boats that are sitting around the world, it is -- demand has dropped. what is going on? are governments -- are governments of oil-producing countries buying positions from wall street to try to create a false market? i mean, it's just -- it certainly needs investigating. anyway, that's the short term. longer term, i think oil will go back, will go up, it's likely to in a normal marketplace it should steady at $70, something like that, and i think the world needs to realize that we are runnin

of -- of course, is that most of the petroleum we import from foreign countries is not coming from opec, it's coming from canada. what's the problem? that oil we get from canada comes from tar sand. it's got a little sand in it. it causes a little increase of production of carbon dioxide a footprint that's more than conventional petroleum. that's all the amendment does, the gentleman from virginia, i support the amendment, but what we need to do is eliminate section 526 and i have an amendment that i signed on with the gentleman from texas, mr. hensarling, the gentleman -- the other gentleman from texas, mr. conaway, that's what we should have done that amendment should have been made in order. we need to eliminate section 526 and take the handcuffs off the department of defense. we're b duck -- we're talking about big bucks here. i yield back and do support the amendment. mr. connolly: i thank the support of my friend but i would clarify that we already have tar sand oil, about 6% of the gasoline supply of the united states already has it. we already have the liquefication of coal used
