mcconnell: mr. president? the presiding officer: the republican leader is recognized. mr. mcconnell: mr. president i rise to make some observations about a matter that occurred here in the senate earlier this afternoon. mr. president, the plain language -- the plain language of the senate precedent the manual that governs senate procedure, is that unanimous consent of all members was required before the senator from vermont could withdraw his amendment while it was being read. unanimous consent. earlier today the majority somehow convinced the parliamentarian to break with the long-standing precedent and practice of the senate in the reading of the bill. senate procedure clearly states -- and i quote -- "under rule 15 paragraph 1 and senate precedents, an amendment shall be read by the clerk before it is up for consideration or before the same shall be debated unless a request to waive the reading is granted." it goes on to state that -- quote -- "the reading of which may not be dispensed with excep

mr. president, i want to make clear that i do believe there are savings that can be found in the medicare program. for example, far too much is lost each year to fraudulent claims. that's an area where we need to crack down. as we put in place the health care reforms that have widespread support on both sides of the aisle, we could also achieve real breakthroughs that would improve the quality of care while lowering the cost. but, mr. president, that's not what we're talking about in the underlying bill. instead we're talking about essentially across the board cuts, deep cuts, cuts that are going to hurt some of the most vulnerable people in our country, our seniors and our disabled citizens. this became even more clear to me as a result of a conversation that i had this past week with peter chuck, the c.e.o. of central maine health care. he runs the -- not only theter share i hospital in lewiston, maine, but also rural hospitals in western maine, in rumperd and bridgeton as well as a sma

mr. mcconnell: i ask my friend one more question. is this the same bill that back in 2005 that my counterpart, the majority leader, decried as immoral? mr. mccain: as i recall, that's exactly it. i think the senator from new hampshire recalls that debate. mr. gregg: if the senator will yield. absolutely. i was chairman of the budget committee at the time. as the republican leader is alluding to, we attempted to reduce the rate of growth of medicaid by $10 billion on a a $1 trillion base over five years. less than .1% i believe it was. it was opposed aggressively by the aarp and it was opposed by the other side of the aisle. not one member of the other side of the aisle voted for that. and do you know what that change was going to be? it was going to require that wealthy people who benefited from the part-d drug benefit would have to pay part of their premium rather than getting it all for free. so that warren buffet, for example, would actually have to contribute to his health care drug benefit, assuming he is on part-d. maybe he isn

mcconnell: mr. president? the presiding officer: the republican is recognized. mr. mcconnell: mr. president, the american people have now seen what democrats in congress plan to do with seniors' health care. they've looked on in total disbelief as the majority voted again and again and again to slash medicare by nearly half a trillion dollars. inhincredibly, these cuts repret just part of the pain caused by this bill. in addition to punishing seniors, it would punish businesses. at a time when one out of ten working americans is looking for a job, this bill would hit employers are job-killing new taxes and mandates. and it wouldn't do anything to lower long-term health care costs. this is the latest thing business owners expect -- this is the very last thing business owners expected from this bill. it's the last thing america needs in the midst of a recession. and it's just one of the reasons more and more business groups are stepping forward and speaking out against this job-killing bill. yesterday

mr. chambliss: i rise, really, to pose a question to you. i ask my colleagues to comment on their state. you served in state legislature for many years and you're familiar with owsh schip program -- our schip program, called peach care and the rising medicaid cost we've seen in our state. and what this bill does in seeking to reach out, as i understand, is to expand the egg eligibility for medicaid. and raises the eligibility level from 100% of poverty level to 150% of the poverty level. that's going to have a huge impact on every state that is going through difficult financial times. we, in georgia, we had a $3 billion shortfall this past year that had to be plugged. i saw the other day in the press where we have almost another $2 about. our legislature is going to have to deal with next month, in reducing services around our state, and every state is having that same experience. but, yet, what this bill does is to put a mandate on states to increase the amount of money that states put i
