arnie duncan and i, the secretary of education an i went out to economy to assess what had happened there and to deal -- to get a better understanding of what was going on in chicago with regard to youth violence. that has led to an effort that i keep saying this to everybody, very soon the administration is about to announce with regard to how we're going to deal with this issue of proposals that we have, this issue of youth violence in a select number of cities where we're going to try a variety of things and see what actually works. when we deal with a problem of youth violence, i think too often we think of it in a microcosm and we don't understand what we're talking about in essence is the future of this nation, and kids who can't go to school and feel safe, don't learn as well. people who are exposed to violence, it has negative impacts on their lives as they get older, so we want to deal with this problem. exposure to violence, violence itself, to -- as to what we like to say, to be not tough on crime, but to be smart when it comes to crime and to come up with solutions that will p
