chuck, good evening. >> reporter: good evening, brian. no one is feeling the effects of this sluggish economy more than those folks who currently can't find a job. and today the president stepped right into this political fight over how to pay for an extension of benefits for the long-term unemployed. appearing alongside three unemployed americans, the president took to the rose garden to blame republicans for blocking an extension of unemployment benefits. >> for the past few weeks a majority of senators have tried not once, not twice, but three times to extend emergency relief on a temporary basis. each time the partisan minority in the senate has used parliamentary maneuvers to block a vote. >> reporter: the president said it was after senate democrats already secured the votes for an extension. instead republican leaders weren't objecting to it but they wanted the $34 billion costs to be paid for with budget cuts not added to the trillion-dollar-plus budget deficit. >> at what point do we pivot and do something about this? and we thin

i was fascinated to talk with chuck clark yesterday and the chart of all those predictions. a couple years back a new one comes out that's radically different from the old one and this keeps happening. it never gets hard but just keeps changing. >> i would like to echo those last few thoughts on the floor. certainly our experience in the, uk, is you can't move forward at all if you face challenges in an integrated way, without engaging properly with the utility communist and regulators. it's absolutely essential. it's not natural for us in the, uk. we have spent a lot of time building trust between the agencies and companies but when we achieved that it's been enormously helpful and it's achieved the feedback back into the legislation process because when you get a collective bodies working together, it's very easy to influence the legislation process. >> chuck, i'm going back to running the office and be a regulator and tell you what i hated. what i hated is when people came in and said they didn't like the rules and they wanted a performance based standard and they would s

. >> larry: why do they harpoon whales, chuck? for what? >> they say they're trying to maintain traditional cultures, their way of life and so on. >> larry: who is they? >> well, whoever is killing whales whether it's the japanese, the icelandic people or norway. they say they're trying to maintain their traditional ways of life but in fact it's illegal and it's a commercial operation. >> larry: they're the three countries involved? >> primarily right now, yes. >> larry: are there no laws against it, fiona? >> since 1986 it was actually illegal to kill -- commercially kill whales around the world. some countries do justify that they can through a loophole in the regulation for scientific purposes, but these days we know we can take all scientific information by just taking a small slab from the whale and from that blubber and the skin, you can actually work out how much mercury's in the system, and how much toxins and the information you need. >> larry: what do you do to save them? what are examples of what you do? a ship is coming along, h

the footnotes of this slide is since we conducted this study and this speaks to something chuck just mentioned their subjectively lower than when we first did this so that's an issue we're trying to understand how to incorporate that into our plan when demand is not going up in the same way it did in the past. there's fundamentally a different relationship. part of sit just a different way and we're sighing higher and a lot of infill with residential and high density residential. these are some of the things we're trying to figure out how that impacts our planning. next slide. so what are we doing as a result of this work. well, first we plan to use our work with local models for watershed and there's new models this year for the,ipc, these we think will be better to down scaling the global effects on to a more watershed effect scale. the rest of these things are informed by the work we did so these are not things we went out and set out to do specifically but in doing all these things now we do have what we learned from our climate change. to go through these, a new wholesale water

it was a polite but tense atmosphere when mayor chuck reed met with the firefighters union this afternoon. since the city and union are battling over two issues. the union are at impasse on a contract with no new talks scheduled. so the city's firefighters will be officially laid off at 8:00 tomorrow morning. >> we know it's going to put the community at risk. their property at risk, then it's going to put the firefighters at greater risk. >> every department had to take a hit. >> reporter: ironically the dispute seems headed to binding arbitration, a city charter process that allows an outside meet mediator to make a final decision. >> city of san jose has lost control over employee cost. the average cost for firefighters and police officer is doubled in the last ten years. >> reporter: angry union officials say a city charter change should follow months of public hearings. >> not let's come up with an idea last minute, throw it in and somehow we're going to educate the citizens through the newspaper and sound bites and news clips. it's not a safe way to do business. >> reporter: again 5

chuck and i spent some time yesterday talking about infrastructure and knowing it and knowing where your pipes are and what they can and can't do. yesterday as a waist water person listening to this, i'm thinking pipes and pumps which i'm sure your thinking too but your talking,dams, and canals and part of that is understanding each others language but what i want to add is there's a tremendous amount of coordination and research to know pipes kind of work. i worked together with some on a number of things and there's a huge management effort on going, with, epa, to add a drinking component to that. a tool to know where your pipes are. you would be surprised how many people out there that don't know where the pipe is. they rely on joe to know where the pipe is. when joe retires we have a problem. so we need so start remembering and know where they are. what the decay curves are and their life expectancy to know where to put that. we can work with that and improve on them. as we improve our climate models we can use those tools to talk to each other. one of the things i'd like to leave on

as chuck said, we spend billions of billions of dollars building a very sophisticated system in the west united states and it's complicated and let's test it. draw down the river 25 feet and see if our models are right. there's a lot of things we can do with models without physically doing it. there's compelling scientific evidence that posted challenges to our water systems. unfortunately, there's pretty serious evidence that we may not about quickly or effectively enough to prevent some pretty extensive consequences for us. i think that's a problem. . manager's must use current tools but also look at future risks. policy manager's have the opportunity to do this. we already manager for variability and risk. we build homes in earthquake zones not knowing how big or when the earthquake will be. but we manager risks and we have lots of tools for doing that management but we're not doing enough yet. either in planning or actually on the ground action. we do need to take more on the ground action. ultimately the impact will depend on our ability to for see major changes and do the analysis
