hazmat crews spent hours at the scene and as claudine wong reports they believe they have identified that mysterious powder. >> reporter: news chopper 2 was over the scene as hazmat crews raced to the recycling plant in san francisco's hunters point. workers rushed out of that plant after a mysterious powder filled a portion of the facility. >> it fell from one of the top lines and then as it fell it just spreaded through the whole shop. >> it was coming towards us like the fog and i smelled it and i -- >> what did it smell like? >> it smelled like a chemical or something. and i ran -- i ran from my mask and told everybody put their masks on and we got out of there. >> but everybody started running and they said come on, come on, so i came. and the reason why something got in my nose was because i didn't have my mask on fully. >> reporter: hazmat crews say 20 people were exposed one person went to the hospital but a dozen people simply had their eyes flushed at the scene. >> and they put water in there and flushed it out so i feel better. >> reporter: the company spokesperson says th

ktvu's claudine wong has more. good afternoon, claudine. >> reporter: good afternoon,er to re. yes, just about 20 minutes ago, the epa wrapped up a press conference here in san francisco after announcing a rule they say could dramatically affect the coastline. the epa says 85% of the beaches were issued health advisories because of water -- water quality concerns. they say much of this rests ons what california ships are doing in the waters. as erin brown played with mer boys passing -- with her boys, this was the last thing on their mind. >> i didn't know that. >> reporter: yards away the epa gathered to sign a rule that would establish a no discharge zone under the clean water act for vessel sewage. that rule would stop cruise ships from dumping both treated and untreated sewage within three miles of california's more than 1600 miles of coastline. >> we estimate that of 25 million gallons a year that this rule would stop 25 million gallons of year of treated and untreated sewage of coastal waters. it's really important. >> reporter: the epa says those millions of gallons of s

[ inaudible ] >> reporter: -- 39-year-old fremont officer todd young remains in critical condition. he is heavily sedated and has already undergone two surgeries and will likely undergo more surgery this week. the man suspected of shooting him has confessed and is heading back to the bay area. sources have told us that he has confessed to shooting officer young. he could be brought back as soon as today. i did talk with the jail this morning. they don't have any specifics but we are told that it could be as soon as today. now he was caught trial ying to get across the border with a friend on saturday. they were both taken into custody and booked into jail. the alameda county d.a.'s office sent a prosecutor and investigator down there to talk to them. while they focused there. the focus here from this community has been on officer young's survival and recovery. over the weekend he needed 60 units of blood and the call

claudine wong joins us with the story and the reaction. >> reporter: good morning. we are at the jefferson child development center, one of seven centers closing today. we could be hours away from the end of that. this is all because the state lawmakers have not been able to pass a budget and that means there is no money to keep these centers open. if they close though the big question is what happens to these kids. it has been a bit of a roller coaster ride for them and their families. they provide services to them by providing before and after school care and supplemental education patrols, the schools -- the centers rather were actually supposed to shut down at the beginning of august but then there was so much community outrage the district was able to find $400,000 in stop gap funding to keep it open. it seems unlikely however the district will be able to do that again. even if the budge it is passed funding cuts are already in the budget so the district is already trimming millions and the distribute says it has little choice but to shut things down. >> it is

claudine wong is there now with the story. good morning. >> reporter: good morning. yes, school starts at trace elementary around 8:30 this morning and it will be a first day unlike any other. they will be dealing with portable classrooms and a new way to do business thanks to a fire. take a look across the street along that fence there are signs that welcome the kids back and talk about fund- raising efforts still underway. there is a big effort here today to make sure that kids and teachers and staff know this community is behind them. there have been efforts to spruce things up here. 2/3 of the campus was destroyed in the fire that means kids will have to come pack to portable classrooms, a temporary cafeteria and bathrooms. many teachers lost most of their supplies but they say the outpouring has been overwhelming. intel doe faithed a thousand dollars to each teacher. parents have launched a facebook campaign to try to win a contest. teachers say they are overwhelmed by the outpouring. >> excited and anxious, you know. >> even though this has just been a horrible

claudine wong joins us with the details. good morning. >> reporter: good morning, pam. yes, today is the first day of school here in richmond. the focus however today won't just be on the kids who are in the classroom. it will also be on the kids out of the classroom. the kids who decide not to show up for school. truancy is a big problem and police are hoping with the help of groups like the police athletic league here in richmond they can help fight this truancy problem. it is estimated that 4 million dollars in state funding was lost last year because kids just didn't show up for school. truancy rates here are double the state wide average and in richmond police say the rates of residential burglary rates by juveniles is too high. the idea behind is that kids who are not in school are often getting into trouble. so last april the city council on the recommendation of the police chief approved a daytime curfew in place from 9:00 a.m. to 2:00. >> we don't want to see students doing irresponsible behavior. we want to make sure that kids are in class so they will be able

claudine wong joins us with the details. good morning. >> reporter: good morning, pam. >>> yes, the west contra costa county school district says 95% of kids go to school. and they are expecting the majority of kids to go to school here on the first day of school enrich monday. but it is that 5% that they are concerned about. that is what they are hoping this daytime curfew will catch. when you talk about 5%, when you talk about the numbers in the school district you are talking about actually a lot of kids, about 1500 kids. last march in a three day crack down here in richmond more than 400 truant kids were found and officials say those numbers mean losses for everyone. the kids don't get their education, the schools lose funding. the district lost $4 million last year for those absences. police will tell you that often kids who are not in school are getting into trouble. richmond police pointing to residential burglaries by juveniles. so this curfew is meant to address those problems 9:00 to 2:00 kids are required to be in
