michael. >> i think it's been a mixed bag. on the one hand, drying up of capital has been a big problem in renewable energy. renewable energy has very low fuel costs obviously, essentially zero, but it has high up front costs. so, ah, seizing up of the capital markets has had a big negative impact on the renewable energy business. at the same time, the crises created a situation where the administration could, could move forward on a lot of initiatives, including helping out on that front in order to spur investment in renewable energy. more broadly though, it's made a lot of people out there jittery about their economic situation, which has made it trickier to move forward some of the tougher pieces of legislation and regulation that we need to put in place if we are going to improve our energy security and deal with our climate change problems. >> what about, ah, implementing policies that actually, incentives rather, that, that really encourage americans to take steps to, ah, consume energy and to use energy more efficientl
