i like it tracy. it's 6:48. >>> the experts expected the nation's jobless rate to climb a little last month but it didn't. let's go to jason brooks with kcbs and cbsmoneywatch.com. i'm certain that news is probably affecting the stock market. >> reporter: that is the big driver for wall street this morning. the july jobs report. it's the most thorough look at the employment situation which is the biggest key right now in the economy. and while the unemployment rate stayed even at 9.5%, overall we lost 131,000 jobs from the economy. now, that was mainly due to a loss of a couple hundred thousand government jobs the majority temporary census work that stopped. that was expected. the overall number offset by the fact private employers hired 71,000 new workers, not bad but a little under expectations. and the reason why the unemployment rate stayed even, another 181,000 people simply stopped looking for work. that's a continued worry. if there is one glimmer of hope in the report that might be helping the

tracy pots is live in washington, d.c. with more on why. i guess this is good news for the folks out here, tracy. >> yeah wibt certainly is, brent. this is an interesting survey. it was done by u.s. news and world report. a lot of them look specifically at how teens are driving and accident rates. this one looked at the conditions surrounding their driving, like what are the roads like and laws like in those states where they're driving? california came out on top. technically, washington, d.c. was on top, but california was number two and it was the top ranked state in the nation. now, let's take a look at why. a couple of figures here. 29% of the teens in california are licensed drivers. that's actually a lot less in some states. we saw some were as many as 60% of the teens were on the roads. with fewer teens on the road, fewer inexperienced drivers, it makes for safer conditions. also, the laws in california, some of them according to this survey are excellent. seat belt laws, for example, and laws about distracted driving, things like u
