and emanuel is not the only one. president obama's inner circle, the chicago mafia, who is leaving or left the administration. senior adviser david axelrod plans to return to chicago after the midterms to start working on the president's re-election campaign. president's economic team also pretty much history. larry summers, head of the national economic council, going back to harvard. peter orszag, budget director, christina romer, head of the council of economic adviser, they both left. over at the defense department, secretary robert gates also served under george bush. suggesting he plans to step down some time before president obama's first term over. of course, working for any administration, very tough job. the hours long and the pressure intense. it is not unusual to see a lot of turnover in these positions. in president obama's case, approval numbers are sinking and his party faces an uphill battle in the midterm elections. he now has a chance to bring in some new blood and maybe turn things around a little.

obviously emanuel has the top contacts in washington. what does that mean to voters who could end up making this race? >> i think that's key also, he brings weaknesses to the table, too. he has a famously abrasive personality. there's a managerial style of my way or the highway. and i think he's going to have to reign that in and i think that he will. by all i can hear about some of the conversations he's having, mostly in washington with people, he's trying to plot out a sort of reform minded agenda and also to deal with the catalytic personalities that a lot of folks have. as far as the washington thing, there's always the problem of somebody being seen as having native in washington and having been too concerned with the problems of washington. there's no doubt that he will carry some baggage, both from the clinton era and from the obama era. and the clinton era, alex, will be union who are still fuming over his pushing the nafta free trade vote and with the obama administration, a lot of people wanted that so-called public option on

rahm emanuel may leave. megyn: is it too late? people are now looking at this, we are pushing two years into this presidency, and they don't see the meaningful change. they keep being told by the white house, it's coming, it's just not coming fast enough, and they don't believe it, and they see high unemployment and a focus on cap and trade and a focus on healthcare, even though they say it relates to the economy people didn't seem to buy it. only leading up to the elections the last minute, i do care about the economy, let me roll out another stimulus and bill that isn't going anywhere and tell you that i care about the economy. and you have people like velma saying i'm going to have frank and beans again when my husband and i thought that was that we were past that in our lives. >> reporter: it's certainly not too late for his presidency. president clinton who i worked for was in a very difficult spot during his presidency. megyn: you tell me as somebody who worked closely with president clinton, wasn't he so different from pres
