and getting water rations from the trucks and contaminated city wells. and now after weeks of this, these homeless are wondering what will be done to relocate them. the mexican government has said it has been seen to. >> we have already 9,000 units that were built for other people but they will be assigned now to the people that needs the houses. and we hope that maybe in less than three or four months everybody who needs a house will have one. >> but the 9,000 units are few compared to the number of homeless and most of them are located well outside of the capital many miles away from where these people live and work. most say this represents no solution at all. >> we know that a lot of help came from abroad and we haven't got any help. the government has taken that in their hands and we don't know where it is the help. you can see how our end camp am. >> they expressed their discontent by hanging this banner outside of their territory tent which reads sarcastically this is a solution to the housing problem. they fear that the government while promising

we all a have in our pact from the city attorney. odd are this ordinance is illegal. we are going to spend norton of $1 million to defend this. more likely than not, we are going to lose. if we need an example of that, take a look at what is at the budget committee tomorrow to address the problems with the cigarette fee. we are reducing that because of the legal issues. how much has it cost us to get there? that is just that much more extreme. and secondly, fundamentally i have a real problem with the notion that the vast majority of people paying this fee aren't going to receive the services. what fees are supposed to be about, you pay a fee, you receive a service in return. the vast majority of people paying this fee are not going to receive a service. sure, you can make the extended argument, they will receive the -- or they will receive a service because we are talking about clean streets or something like that. that is one heck of a stretch, and i think that is the argument the city attorney is going to have to make when they ar

she is from the city of santa barbara. >> thanks you. i appreciate the opportunity to speak here. i think mayor newsom for your leadership from the beginning. hopefully, we can see some allocations after the first- round is moved around. that is important for congress to see the investment of this as not just an expenditure. the city of santa barbara has a little over 100,000 people. our funding was about $658,000. we did lighting efficiency projects in four parks as well as some heating, ventilating, and air-conditioning retrofits in eight city buildings. the park's alone are saving 140,000 kilowatt hours annually, a savings of $88,000. the eecbg grants, coupled with other funding we did with our municipal building energy audit, is sitting as $150,000 in our general fund. along with the jobs that are being created with this project, when i came in and met with a number of mayors this morning, the first question has been how is your budget going. what is going on with your general fund and your public works? in our city, if we are able to save $150,000 a year that would have gone

having looked at it, what we see is that the cpmc is asking for a lot of concessions from the city from a land use and city planning point of view to build a cathedral hill and the question is are the healthcare benefits so overwhelming and what is the evidence for that and we believe the evidence is that they're not. one of the key healthcare issues we wanted to raise is the issue of costs, which is completely out of it. i don't know if you saw the article in august 20 in "the chronicle" about sutter and monopoly pricing that this is a plan that will raise healthcare costs for everyone, including the taxpayers of san francisco and their health plans, the health plans for city employees. so if there's not a serious analysis of the aspects of hospital design that will drive cost of healthcare for the entire population of the city and possible mitigations from a cost point of view, the plan will be deficient. secondly, the whole argument about seismic compliance is fraudulent and cpmc has been in the capitol logging for a bill that will extend seismic deadlines and they were telling peopl
