kimberly tere is live this morning in redwood city. kimberly, federal ajgents will have a lot of witnesses to talk to. >> that's right. this happened close to the lunch hour and this lagoon is surround by businesses close to that airport. as you can imagine, plenty of people saw the plane go down. it happened about 30 seconds after takeoff. the twin engine beach aircraft took off from the san carlos airport, again just before noon yesterday. head to the san martin airport in south santa clara county. according to witnesses, it reached an altitude of less than 1,000 feet when it banked sharply and went to the lagoon. redwood city firefighters say a 91-year-old world war ii veteran is among three people who were killed. robert borrmann founded r.e. borrmann company in palo alto right after the war. his company confirms he was on the plane. >> a great man. he treat me like a part of his family. he helped me a lot. >> reporter: firefighters pulled a woman's body from the lagoon after the crash. the pilot and borrmann are still under water

ktvu's robert handa live in redwood city where he spoke to witnesses to the crash. >> reporter: gasia, we're here along the redwood shores lagoon where we've been watching divers and rescuers trying to remove two more bodies from the wreckage which at this hour is still under water. the incident and the possible identity of the one of the victims have people here reeling. a lot of people saw the engine plane nose dive into the water just before noon today. the plane contained a pilot and two passengers, took off from san carlos airport. the redwood shores lagoon is surrounded by businesses. and quite a few people told us that they saw the plane was in trouble before it hit the lagoon. >> a big splash, a big thump. >> i saw the wing turn very sharply. i saw it come straight down, as i recall there was a slight spin as it went into the water. >> reporter: the sheriff department rescued divers as well as the coast guard. one body, a woman was found outside the wreckage. >> i don't know what happened, why she was not in the plane, but i can tell you she was found a couple of feet from the

the redwood city police, fire and resccue along with the dives have been working since this morning to raise the plane to the surface. the plane crashed into the lagoon surrounded by office buildings and home yesterday at lunchtime. a woman floating near the plane was pulled from the water soon after the crash, dead. she was the pilot's girlfriend. the other two men, the pilot and local businessman, bob bohrmann, are still inside the plane, that until a half an hour ago remains submerged. the ntsb and faa will conduct an investigation of the plane and the crash. malcolm smith of redwood city police and fire says it's the first step to getting it on land. >> placing flotation devices on the fuselage of the plane in order to raise it up so it's floating and the next step is that they will tow it over to the boat ramp on the other side of the lagoon. at that point they'll take it out of the lagoon. our firefighting crews and the faa together legs trikate the remains that are still in there. >> reporter: now, the divers are making progress. a couple have just surfaced. there's also a crane
