berkeley. theresa garcia, they fear education will be decimated. >> well, you know, that fear is valid since the largest spending cut would be in public education by an amount over $3 billion. and on a positive note, there's actually some increased funding for higher education but that is not stopping the picket rallies and marches taking place today for funding to public education. that's what people are upset about. the new budget proposes suspending the funding guarantee, lowering the school spending by $3 billion. half of that amount would happen by defearing school bills until the following fiscal year. community colleges would also have to wait for a $2 million payment. the only increase to the two higher education systems, both the university of california and the state university stand to receive $200 million each and that's to compensate for last year's cuts and fully fund enrollment growth. overall these deep reductions are a surprise, especially since the last couple of years they lo
