supervisor chu: thank you. supervisor dufty: thank you. i just wanted to reflect, and there was discussion earlier that many years ago when i ran neighborhood services, mohammad and i worked closely because we had legislation carried over the problem of industrial dumping that takes place, and i have never seen anything of the magnitude that takes place in district 10. it is absolutely unbelievable. tens of thousands of dollars of waste from roofers and others are taken to that neighborhood, and i definitely think that this hopefully will help to heal the neighborhood from this types of dumping, and i appreciate the work that you and your team does constantly to address this, and hopefully, this will provide an even better tool bar for you. supervisor avalos: i support this because i understand that there is huge dumping problems in district 10. i think we need to have a special program in district 10 to deal with it, but that is not how this is being characterized. our material we have today, saying that we're

supervisor chu: thank you. i have also had a honda that has been stolen. we will send that forward with a recommendation. just a quick question -- whether or not the dpw representative has arrived? not yet. why don't we go on? we had a couple of questions. we had previously called item six. we have spent some time talking about the 25 identified sites. just a quick question for mohammad. i know you have been working on the issue of illegal dumping. the question for some of us has been why these 25 sites were chosen specifically. they all seem to be concentrated in a specific area. is there something about these -- killer sites that lend themselves to a pilot as opposed to other places around the city? >> good morning, supervisors. yes, these 25 sites are sites that receive dumping on a very frequent basis. sometimes weekly, sometimes twice a week. they are located in district 10. we believe when people, mostly contractors and others, on their way is to the dumps choose to go in to district 10, particularly from

supervisor chu: thank you. >> good morning, supervisors. i have been in the city for about 12 years. i formed a martial arts organization that provides self- defense training and seminars in the castro and got to know jane warner very quickly, working with her. she was instrumental in helping us set out and rent out -- and went on a number of patrols with us to let us see what was going on in the neighborhood, what we should be looking for. the one thing on all those patrols was that on every single block at almost every single moment, people would be walking up to jane and taking a few moments to chat with her. there are very few people in any community that everyone seems to have a strong personal connection to. i saw homeless people chatting with her on a first day basis, treating her with respect as she treated them with respect -- chatting with her on a first- name basis. i saw that from business people, from supervisors. anyone who seemed to come into the castro knew were on a personal basis. any person c

supervisor chu: thank you. >> hello, i am a program manager with the san francisco department of public health, a better health services. i am here to present projects for assistance and transition from homelessness, known as the past grant. we have three recipients of the grant. it comes from the state of california. with this grant, we provide case management services. the grant is focused on people who are homeless and have mental health issues. with this grant, we provide primary care, case management out reach, mental health services, substance abuse services. there is also assistance for clients to help with moving expenses, if they are going from homelessness into housing. also, money to prevent eviction. supervisor chu: it looks like for this grant it would require a matching fund level of about $210,000. do you know if the department has already included that in the budget? >> yes, we provided that through our contracts, and anything else could be made up through staff time. supervisor chu: thank you.

supervisor chu: a quick question for the city administrator. there is a comment that this program, at least the effort to reduce the fleet had been in progress for some time. i know there was work to reduce the fleet through your office. when we talk about the passenger vehicles in use at the moment, you mentioned this is a cumulative amount and it includes the enterprise department. do you know what percentage is the general fund compared to the puc? >> not by department. if i could give you the breakdown of the numbers. 824 r general government. 933 of them are safety departments. 936 our enterprise markets. -- enterprise departments. supervisor chu: what we are talking about the 20% reduction, is this 20% off of 2693? is this from of a different number years ago? does that make sense? >> let me give you some exact numbers. of the 824 vehicles in general government, we have identified 165 of them to be 12 years or older. of the 933 public safety department vehicles, we identified 200 of them to be 12 years or older. 936 of enterprise departme

supervisor chu: mr. martin grand from department of human resources. >> again, supervisors, martin grand, to the board and chair, about almost exactly one year ago, october, 2009, d.h.r. started a project of updating a document which has grown to be sadly out of date. the document is the city's employee relations ordinance. what is the city's employee relations ordinance or the e.r.o. as we call it? it's a document which tells us what the city's bargaining units are. it tells us how to change those bargaining units if employees are unhappy with their elected employee organization. and it describes procedures for any alleged unfair labor practices that the parties -- either party might allege along the way. most probably the most popular unfair labor practice charge would be that the city has implemented something unlaterally or otherwise has failed to properly meet and confer under both the state law and local law. the parties met approximately -- on 10 sessions and by parties i mean we noticed all the l

[applause] >> supervisor chu. supervisor chu: thank you. i'm going to reserve my gift until a little bit later because it will not make sense until a little bit later, but happy birthday. first, i do want to doan in -- i do want to provide an in memoriam request. one of the original eight female officers in the san francisco police department. actually, after she served at the sfpd, she began a 50-year career history with the san francisco unified school district, serving many of our kids, but the more amazing part is how important she was to the institution of campmather -- camp mather. she was not only a camper, but an extremely active volunteer. believe it or not, as many folks go out there, surely has handmade all of the curtains in the over 100 cavan's several times over -- shirley. she was so committed to those curtains that on the day before she passed away, she gave instructions on how to make them and the fabric descriptions for each of those new ones. she was a founding member, worked tirelessly to raise funds to improve the camp.

supervisor chu: a final question. a consistent thought that was expressed by many of the individuals who came to speak today was about how this could set a precedent that this would be potentially a pervasive issue. what are we seeing in the miraloma area? are there tons of these open lots where we could see this occurred? >> we actually are not seeing a lot of applications for this type of proposal or subdivision, mainly because there are not a lot of development sites on the west side. this neighborhood is particularly developed. that was one of the reasons the commission was excited about this project. we were able to get new single- family homes. i think that hopefully answers your question. president chiu: any further questions, colleagues? why don't we now move to the real party and interest for a presentation of up to 10 minutes? >> good evening, at supervisors. brett gladstone. i would like to think the planning commission. they voted 7-0 to approve this. as you probably heard, commissioners olague, sugaya, an

>> supervisor chu: nochu ok, -- >> no. supervisor chu: ok, we are adjourned. thank you. administer fines. if you look at the record of the director it is only in rare cases that we have done so. there is an issue that this creates new rules on bedbugs. in 2005 the board asks for rules and regulations on bedbugs. this ordinance does not change any of those rules made in 2006. for decades, people have been responsible, responsible parties have been out to maintain their buildings and dwellings free of noxious in sex. including bedbugs. these rules from 2006 crete -- clarify this and create a responsibility for property owners and tenants. it is important to note that this ordinance changes the definition of a responsible party consistent with practice, changing it from making any person potentially responsible for the cause of the nuisance. we recognize that things are not in the property owner's control. in our practice we have always tried to share the responsibility fairly the lungs -- amongst responsible parties. this would not change any of that. the change in the aut
