reporting live in the news room, jenelle wang, abc 7 news. >> jenelle, thank you. it's 5:35. carly fiorina returns to the campaign trail a day after being released from a southern california hospital. she was treated for an infection linked to reconstructive surgery she had after surviving breast cancer. her campaign manager issued a statement saying carly is grateful for the well wishes and prayers from so many californians. campaign events scheduled for yesterday had to be postponed. >> the state public utilities commission meets today to decide whether to allow pg&e to raise the pressure of the pipeline affected by last month's deadly explosion and fire in san bruno. the commission had ordered pressure along that pipeline lowered by 20% after the blast to cut the risk of another pipeline disaster. however, unless pressure is returned to normal, there may be problems meeting winter gas demands in san francisco and along the peninsula. the state puc recently hired consultants to investigate the safety of raising pressure back on the affected pipelines. meanwhile pg&e says it

(cheers and applause) >> the first miner came out of the san jose mine in chile at 9:11 our time. he walked out of the rescue capsule with a big smile on his face greeted by his family. you can see he even brought mementos from the mine, rocks, and handed them out to the rescuers who rescued him, including the president. he was on hand greeting all the miners. they're coming about every 45 minutes to an hour. a total of 33 became trapped back on august 5th when the mine they were working in collapsed. they came out wearing sunglasses since they haven't seen daylight in over two months. >> we are gonna work all aroun

hi, theresa. >> good morning, jenelle. actually higher education is the one area that's actually getting a boost but overall with the hack into public education funding, you've also got student fee hike and worker layoffs. the overall negative impacts are causing many to come out here today to protest so they're going to have pickets, a rally and march as well. the largest spending cut in the proposed budget would be cutting public school funding. it guarantees lowering school spending by $3 billion. more than half that amount is an accounting move deferring school bills into the following fiscal year. community colleges would have to wait for a nearly $200 million payment. the only increase goes to the state's two higher education systems, both the university of california and california state university stand to receive $200 million each to compensate for last year's cuts and to helpfully fund projected enrollment growth. some worry though the new budget relies on accounting shifts and assumptions. >> this looks at solvi
