lillian kim, abc 7 news. >> we don't have a sketch of the man authorities say tried to rape a woman at a walnut creek apartment complex. this is the man wanted in saturday's attack at the park regionsy apartment complex just outside walnut creek. sheriff investigators say he's white, 5-8 or 5-9 with a medium build, brown hair and facial hair. he was wearing black jeans, a black t-shirt and black baseball cap saturday night. it was the fifth attack since june at that same apartment complex. investigators are trying to determine whether this is connected to one of the other incidents, the fourth one that would be. antonio muten of berkley has been charged with three other attacks. >> a six-year-old shooting victim in oakland. crime stoppers is offering $10,000 on who shot leslie ramirez. a gunshot fired from outside her home hit her in the arm and chest when she was inside last tuesday. police believe the shooting was gang-related. leslie is recovering. >> supervisors gave preliminary approval to a law that will ban fast food restaurants from including toys with children's meals unless t

lillian kim, abc 7 news. >> 33 san carlos police officers will be sworn in as sheriff deputies and. this is the final weekend as the city transitions into contracting out police services. outsourcing to the sheriff's department will save san carlos about $2 million a year over five years. the police station will remain open as a sheriff's substation. the residents will notice little change except for police cars and uniforms. members of both departments are already cross training for their new duties. cal state students are likely to see annual tuition go up or see a few trustees meet in long beach. they are expected to approve a mid-year increase for the spring plus another 10% hike for the fall 2011. it would be the 6th and 7th tuition increases since 2007. state university officials blame state funding cuts. if approved, annual tuition for undergraduates, which is now about $4200, would rise by $654 next fall to more than $4800 and that doesn't include mandatory fees, housing, books or meals. bart is looking to save money by making trains more energy efficient. bart is among seve

lillian kim is there live tonight. lillian. >> dan in a 4-1 vote the san carlos city council gave the go ahead to begin the process of out sourceing. the move is expected to save over 1 million dollars. city leaders say based on a study conducted by consulting dissolving the fire department and out sourceing to outside agency would not only save money it would have no affect on the level of service. upped the plan cal fire, menlo park, redwood city or san mateo will take over firefighters and emt effort in san carlos. those department will have to submit a proposal that may or may not absorb the 24 firefighters position ins san carlos and that has firefighters here on edge. >> until the city of san carlos and belmont decide who is going to be the new service provider and whether new services providers are going to include employment it's pretty unstable in a certain situation. >> how many people can get jobs will probably be one of the determining factors when the council decides which proposal to accept. >>reporter: o
