but not a puc it's the a -- it not only sets the puc apart, but it sets the city apart. it needs to be sustainable across all enterprises, outcomes will be measurable. that these metrics and these outcomes will be regularly evaluated and reported to the commission and to the stakeholders. it is not a secret what is happening, there are no questions, we think it is important to have this framework. even if we are not accomplishing -- indulge me as i say "we." we understand that this is the benchmark, this is what will be used. it is clear what is going to be expected. it should not be viewed as a failure. unless we don't learn from the mistakes and the failings. an ongoing process that allows reporting and on-time information so that people can get involved as the projects are unfolding is critical. the last initial recommendation is something that the puc has taken steps to address. because community benefits is still important, the puc should provide coordination and management at a senior level. resources and authority to properly manage the complexities and challenges

undoubtedly, it will impact the puc. there is work for a development that can influence what happens externally. -- or work force development that can influence what happens externally. there is a multi agency, multi- region commission to ensure that those that are doing the work and that are ensuring that there is waste water and electric power services, they are able to do their work well. it is helping people to do their work productively and effectively, but also in terms of succession planning, it identifies where there might be opportunities to both allow the internal puc to move up, and actual jobs at puc. we think this is a great example of coordination that involves community colleges and best practices to emerge to ensure that the work force opportunities are really aligned with what the utilities need. the training provided is in alignment with what the utilities need. that is a really great example of what we call sector development in other places. the training is in line with the ultimate needs of the entit

-- that the puc has done. i want to give you a little background on community benefits. we waited until we completed the stakeholder involvement before we came up with a definition of community benefits. there is no universal definition of community benefits. we came up with one that incorporates the thinking of around the triple bottom line and sustainability. equity, environmental sustainability, and economic strength. you will see from the various programs that you have there on the inventory, 29 of them involve environmental programs or environmental justice. they have done a really great job in terms of assessing the economic viability of the project. we believe the equity peace deserves a little bit more attention at this point. that is what we are focused on in terms of community benefits. this is an area, looking at the mission, community benefits has always been a part of it. it needs to be more intentional. professional service providers and the community needs to look at community benefits. it reall

that is the puc doing that. the programs we have during the summer that i have been part of, when you all go and get young people of color, engineers, and they come and work in the city, i think that is a brilliant program, and it should be documented. we should note that you also provide some housing. it is important for people to know where their dollars are going as well. >> yes in deed. our general manager mentioned, i was in the golf tournament -- it was not all fun and games, but it was fun. this program was put together by our employees and some key business folks that put together funds. this is for kids to have great potential, graduate from high school, and moving on to a four- year college. this has a 90% success rate. to send them to a maritime academy to live there with an academic enrichment program during the summer for six weeks, so only one kid that has gone through the program -- we have been doing this since 2004 -- that has not gone to a four-year college. it is a 90% success rate. this is ju

we have a representative here from the puc. the remaining amount would be managed by the department of public works. we have someone here who can speak to the project. we have made assumptions of 6% in the amortization schedule, in amortized over 25 years. we know that to% is extremely high considering a few months ago we had general obligation bonds at less than 4%. the last time we issued obligation bonds, our rating was double a-plus. we will proceed and have them write this transaction to access the market, if you approve it. we have also requested an authorization for the use of build america bonds, 35% in subsidies to the city on its debt service. we have used this transaction twice and we have saved $43 million. we are expecting access to that as well. one thing that i would like to emphasize -- typically we do a 20-year transaction. as a result of going to the board and going to the limitations and our 10-year capital plan, it would allow and amortization term of 25 years. we will continue to look at that and would like
