bob redell is live with a look at why drivers got the ticks in getting out of the way for a standoff. >> november 11th, rush hour in the morning came to a halt on the upper deck of the bay bridge. a man in an suv pulled over and threatened to blow up the bridge. he was arrest and didn't have a bomb, but during that hour or so that traffic was backed up, a lot of cars were ordered to turn around and through the toll plaza gate. the toll plaza gates are by fast track. the electronic toll system and fast track distinguishes between the people turning around because of police activity or cheating their way through the toll game. the computer sent many of those drivers a $36 ticket and adding to the frustration of having that morning commute ruined that morning. the metropolitan transportation commission that oversee this is as acknowledgement and if you have received one of the tickets, all you have to do is appeal the ticket and explain what happened. you are on the bridge that morning during the standoff and ordered around and take care of the ticket. you will not be charged at all. in

today in the bay's bob redell is live in milpitas. these are gas lines customers rely on to heat homes. >> both are here in the south and east bay. that runs from here in mill pit as near 237 through fremont. the other is 153 that runs between fremont and oakland. the california public utilities ared a 20% reduction in pressure until the lines can be reinspected with weak wells. this won't affect residential service and people will be able to heat homes. it's businesses that might see their service reduced. this is all tied to the gas pipeline explosion in san bruno. the past september that killed eight people and destroyed 37 homes. a few day ago it raised questions about the wells on the pipeline that blue up. turns out that some sections were only weld on the outside and not the outside and inside. that is considered safer. regulators reduced pressure in lines like 131 and 153 installed around the same time using similar welding techniques. the pressure must be reduced until the lines are reinspected through a water pressure test,
