ktvu's claudine wong has been following this story all morning long and joins us live with the latest. claudine? >> reporter: well, good afternoon, heather. we're at the santa rosa police department still trying to get more information from police here. they are in charge of heading up this investigation but at this point they are refusing to make any comment about the case. lots of questions remain u nanswered but it appears from what we have learned that this was not accident -- no accident. the california highway patrol was the first to be called early this morning after a passing driver on highway 101 saw the victim lying in the middle lane just before the guerneville exit in santa rosa. that was just before 2:00 this morning. that driver did what they could to keep other cars from hitting the victim. they stopped and -- in the road and tried it help other people avoid the person in the road. >> reporter: when the highway patrol and emergency responders got there, the victim was still alive but unrye expensive and severely -- unrye expensive affidavit severely in-- unresponsive an

claudine wong just arrived on the scene. claudine, what can you tell us about this? >> reporter: this road is still shut down at this point. let me show you what's happening here here in antioch. they've shut down this portion of the road where this hit-and- run happened. looking at evidence markers it appears it happened in front of this produce market out here. at this point we know it happened just before 2:00 this morning. the victim was dragged 75 feet at least. and was pronounced dead at the hospital. at this point they are searching for the person responsible. and they do have a description of the car they are looking for. it is described as a silver or gray nissan four door with a luggage rack over the cab only. it's a pickup truck. tinted windows. they do not have a license plate on this vehicle right now. but, again, this is still a very active scene here in antioch as they search for whoever was responsible for dragging this victim 75 feet and killing this person. we are still trying to get more information on the victim and on the details of what happened

ktvu's claudine wong joins us now from oakland with more on the story. good morning, claudine. >> reporter: good morning, pam. yes, this morning two suspects are waking up behind bars. one suspect remains at large. and questions still remain about this officer-involved shooting that left one man dead. now we are at east 33rd street and 13th avenue where all of this ended yesterday afternoon. the scene has been clear but the damage remains. this is where the car being chased by police came up on the curb and just crashed into this house. it came to a stop right here. over on the other side of the house the fence is down. that is where actually a police car came to a stop in the yard. just a few houses down from where we are this morning is the spot where one suspect was shot and killed by police. now this all started as a car chase because police believed the lincoln they were chasing was involved in a gang-related shooting last friday in west oakland. marked patrol cars tried to stop the vehicle on martin luther king, jr. way. but the car sped onto a cha

ktvu channel 2 reporter claudine wong is there now with the very latest. good morning, claudine. >> reporter: good morning, tori. an absolutely tragic situation out here on 82nd avenue. a 7-year-old girl has survived this fire, but her mother, her 3-year-old sister and a man who lived with the family have all died. investigators are now trying to figure out how this fire started. we want to show you this video. this is when the fire was underway. this is a four unit apartment building. fatalities occurred in a front upper level apartment. in the apartment lived a mother, male friend, 7-year-old daughter and 3-year-old daughter. the only person in that apartment who survived was this 7-year-old little girl. >> because she's a minor she's in custody of the police and they're probably going to send her to protective services. i don't know what the process is. we're not going to help her at this moment. >> reporter: heartbreaking kind of situation. >> it is. it is. she's a 7-year-old. i have a 6-year-old. breaks my heart. >> reporter: in the back on the second

ktvu channel 2 reporter claudine wong is on the scene with more on the cause of the fire and the family. good afternoon, claudine. >> reporter: good afternoon. the victims lived in the second floor apartment down here. but we have come underneath. we want to show you this extension cord. the orange extension cord comes up into the second floor apartment where the victims lived. firefighters believe the victims were using that extension cord to provide power because theirs had been shut off. there were no detectors and very little warning to get out alive. in the end this fire took the lives of three people including a 3-year-old little girl. the time eric saw the fire, it had already taken hold of this four unit apartment building. he was next door when he saw the 7-year-old girl who lives inside that apartment being rescued by a family friend who also lived there. >> the little girl is coming down from the stairs. and she toldmy mother and my sisters inside the house. >> he went back and pulled her out? >> yeah. and he never came back out. >> no. he never came back out. >> reporter: as

claudine wong is out there with the very latest. good morning. >> yes. i wanted you to take a look at damage behind me. this building is a mess. this fire burnt hot and a very long time. the fencing crew is on its way. we could be weeks away from knowing how the fire started and it's possible we may never know. the damage is that significant from this fire that burned so hot. firefighters couldn't get in to fight it. take a look at the pictures of the flames shooting in the air. the fire was first spotted after 1:00 this morning by a security guard that works at a nearby safeway that is a couple hundred yards away if that tells you how big this fire got. by the time firefighters got here they say the fire could have been burning for quite awhile. in fact, there should have been nothing inside at all. the fire investigator told me the building was a restaurant 25 years ago but it was shut down and the building that is 10,000 to 12,000 square feet has been vacant ever since. the current owner bought it ten years ago and left it empty. >> it hasn't been use

ktvu's claudine wong is in san jose to tell us why the homeless may soon be moved out. good morning, claudine. >> reporter: good morning, pam. yes, we're at st. james park this morning where just hours ago blankets were given to the homeless. it is very, very cold out here this morning. it's hard to imagine what it is like for the homeless who have to survive out here in this day after day and night after night. the homeless will be the subject it appears of some kind of sweep this morning. as we talk more about these frigid conditions homeless ministries have been making efforts to address the needs of the homeless. the community homeless alliance ministry handed out free blankets and dozens lined up last night. some told us they are struggling to stay warm in the frigid temperatures and sometimes fear they won't survive. >> it's hard to get blankets and sleeping bags and everything else. >> why don't you go into a shelter or armory or as well as? >> i was supposed to go to the armory last night but i didn't want to go because my friends needed help out here. >> report

claudine wong has the story. >> reporter: the judge denied mehserle's request for bail. and he did not believe the conviction would be reversed on appeal. >> no bail for killer cop. justice for oscar grant. >> reporter: protests continue today outside the courthouse during today's hearing. the judge's decision to deny bail and to keep mehserle in jail, surprised no one more than the family of oscar grant. >> we believe that he was going home. we just had to be here to witness it and allow the community hear our pain. >> reporter: in court today, the judge said that while everyone seems to agree, including him that mehserle is not a flight risk nor a danger to the community, he also believes despite any mistakes made in trial, none were serious enough to overturn mehserle's manslaughter conviction and that is a requirement for bail. >> there has to be something that's really substantial to demonstrate that there's a real likelihood that mehserle's appeal would succeed. the judge didn't see anything like that. >> reporter: after the hearing, mehserle's attorney said his cl

claudine wong joins us now with the very latest. >> reporter: good morning. we are just outside jenner. this is an area the sonoma county sheriffs office is focused on. very dark out here. these are the conditions that 62-year-old phillis bin would have been dealing with on friday night. she had oregon to down e dinner a couple of miles from where we are this morning. it was on the drive from the restaurant to this point here that something happened. we're just not sure what. her friends were in front of her. she was following behind. when she got to this intersection or friends got to this intersection they looked back and did not see her. she has not been seen since. that was around 11:00 on saturday night. at 7:00 on sunday morning they went to the sheriffs office and reported her missing. this morning what we are expecting to happen is a swift water rescue team and marine teams to come out here. the russian river goes all a long this road. and they think at some point her vehicle may have left the roadway and gone into the water. we drove that this mornin

ktvu's claudine wong joining us live with all the details. good morning, claudine. >> reporter: good morning, we are on bison way where this latest incident of violence happened. we can tell you right down the street from a school, right near residential area and the contra costa county sheriff department confirming for us this morning there was a carjacking here at about 11:00 at night. all we know at this point is that the woman who was carjacked, the victim, was actually shot in the stomach. her condition at this hour is not known. but this is the third incident in just 24 hours. the first incident happened yesterday morning in a parking lot where a woman was stabbed to death after a fight. there was a man arrested in that incident. yesterday afternoon there was also a shooting on l street. both these incidents just about four or five miles from where we are now. in that incident no one has been arrested. so we have one person killed, two others injured in at least three separate incidents. we'll continue to look into this and keep you upd

ktvu's claudine wong reports why the owner is not too upset over the fire. >> reporter: this is what's left of a 9,000-square foot building that had been vacant for more than two decades. there was no electricity, no g as. so the question remains what or who started this fire? >> when i was inside the limited area i could go in, i saw a lot of graffiti, a lot of evidence of transient banker, empty drink containers, trash, chip packets, things like that. >> reporter: we still do not know if anyone was inside when this fire started or when it burned because by the time firefighters were called just after 1:00 this morning, you can see the roof had already started to collapse. firefighters say by that time there was no safe way to go inside. so the fire had to be fought from the outside in and even after the fire was out, the damage remains. >> with the tile up there and the roofing structure collapsing is inevitable. it likely started on the upper level, just from what i can see. from that area there are two fireplaces. whether they are in use or not at this time, i can't tell. >> report

live in san jose, claudine wong, channel 2 news. >>> time now 5:01. just hours ago a deadly crash leaves a pedestrian dead and a very busy highway closed for a while. it happened just before 1:30 a.m. on northbound highway 10 1 just north of broadway. a prius hit a man walking in the road for unknown reasons. that man died there at the scene. the driver of the car was rushed to the hospital with minor injuries. now the lanes reopened to traffic just before 3:00 this morning. investigators are trying to figure out why that man was in the middle of the road. >>> oakland police chief is in washington d.c. this morning. he's there lobbying for federal money to pay for police officers in four of oakland's middle schools. this is part of a pilot program designed to help steer young students away from crime and gangs. oakland's police department needs about $6 million to run that program. madison, west lake, roevelt and trick middle schools all selected to participate in the program. >>> a search continues this morning for a hiker missing for five days now n

ktvu's claudine wong is now at oakland police headquarters for an update. claudine. >> reporter: well, good morning, pam. yes, we're at headquarters where a press conference is expected to happen later today. there are still a lot of questions surrounding this chase, this fatal officer- involved shooting and this one suspect who is still on the run this morning. this all started as a chase yesterday afternoon. police say marked patrol cars tried to stop the vehicle on martin luther king, jr. way because they believed it was involved in a gang-related shooting last friday in west oakland. police say the car sped away on a chase that went on to the 580 and back on the freeway to 35th avenue and finally to 33rd street and 13th avenue where the car crashed into a house. when that car crashed, four men jumped out, one man got away, two were eventually caught and one man was killed. we talked to a mother who says that man was her son, a 19-year- old. she says he was on probation but also says he was changing his life. >> for a teenage young man to hang out with h

claudine wong is live in l.a. to let us know what will happen at this hearing. good afternoon. >> reporter: good afternoon, tori, yes, this hearing is set to start at 1:30 here at the l.a. courthouse. his attorney says his expects it to last half an hour to 45 minutes and when he is done he is hoping his client will be headed home. >>> despite plans for a protest at the courthouse this morning by supporters of oscar grant the plaza was quiet. today the judge must decide if he should be granted bail. >> the grounds for our motion are essentially that he is not a flight risk, has never been a flight risk and is not one today. he is not a danger to the community. >> he remains in jail serving out his two year sentence, but his attorney says with good behavior he only has about six months left and wants bail granted because the appeals process takes time. >> i think ultimately we will prevail open on our motion to have the conviction set aside and since he should have it set aside spending six months or six minutes more in jail when he should not be spending any tim

ktvu's claudine wong joining us live. she has all the details. good morning, claudine. >> reporter: good morning, dave. yes, this is one of those kind of salt in the wound kind of stories. if you can imagine what it was like out here for the commuters who got stuck in the standoff back on november 11th, you don't need to be reminded, just look at the pictures and remember how many people got stuck. lots of people had to be turned away and they did that at the toll plaza. the chp during those hours long standoff turned drivers around through the toll plaza and went back the other way while they dealt with the situation. new twist, the fast track people when they went through that toll plaza apparently the fast track system -- this is all according to the examiner, reported they didn't pay their tolls so it sent them a ticket in the mail. ticket for $35 that said you didn't pay your toll, you have to pay it now. they're aware of this problem and they are dealing with it by sending these not toll letters saying this was all an error. back out here l

ktvu reporter claudine wong is there now and joins us with the latest. >> reporter: good morning, tori. oakland police have confirmed two adults and a child have died in this tragic fire. two others are in the hospital. i want to show you the scene where we are on 82nd avenue this morning. you can see behind me the damage to the front of this building. this is a fourplex. there are four apartments in there effected by this fire. i'm told the damage inside is severe. i want to show you video as the fire fight was underway. flames could be seen coming out of the windows. again, there are four units in this building. in one of the units where the fatality occurred apparently two adults and two children. two adults and one child survived. she apparently is okay. two women jumped out of their upstairs window trying to get to safety. they are okay at this hour -- i'm sorry, they are in the hospital at this hour being treated for injuries. there is a third unit with two adults and two children, a 15- year-old and 16-year-old, they were able to get out safely. they were on the back bottom floo
