2 shed and possibly -- pier 27 shed and possibly a portion of the pier 29, although we have received no site plans from the authority at this point. the authority would then contribute approximately $7.5 million to this project primarily for demolition and shore side power modifications. this potential budget solution provides two potential advantages. one, to relieve the port from financing an entire cruise terminal project in consideration for the authority's use for a preprescribed amount of time under a license. and two, to accelerate the design and construction of the core and shell of the building for the cruise terminal. again, there are many important details that need to be worked out in the coming months if the america's cup comes to san francisco. we have lots of concerns, including one to complete a detailed design and implementation plan to integrate the port's mission to build a cruise terminal with the authority's event needs. again, we have not sat down with the authority to really -- with respect to project teams, to actually figure out what they want or how they wan

chairperson maxwell: supervisor pier? supervisor alioto-pier: thank you very much, supervisor maxwell. i am here to present an ordinance that has been in progress since april of this year to establish permanent procedures for appeals of environmental decisions under the california environmental quality act, also known as ceqa. at the outset, i would like to thank the city attorney, planning staff, the planning and historic preservation commissions, and the public for their comments and direct involvement in making this legislation better. in 2002, the california legislature passed a new section of the public resources code to authorize the appeal of an environmental document to the elected decision makers. since then, we have operated with temporary guidelines. putting procedures in the administrative code is an inappropriate thing to do. i generally favor of property developments. this ordinance is not about whether somebody is an appellant our project sponsor. it is about having a fair, consistent, and level playing fie

commissioner alioto-pier. commissioner alioto-pier: thank you. one real quick question. commissioner maxwell is correct in that this would give funds to the transportation system here in san francisco. the question that needs to be asked is where is the mta on this? how would they combine their resources to figure out what is best for san francisco? do they have an official stand on congestion pricing? $60 million to $80 million for one area is a lot of money. >> commissioner, what we are proposing would certainly dedicate a nice amount of money to the mta and transit in general. i guess the caveat is it would not be just the mta for the reasons i explained earlier. we are at a stage where we are bringing this to you. we have had mta, or participate in the study, but again, we are talking about a feasibility study. we have not sat down to design a particular transit line, but let me give you a sense as to how that might happen. they put on 17 new bus routes. that is the kind of message ultimately we want to give the general public, of course, and the operators themselves

planning process to complete the pier 70 preferred master plan. in the master plan we identified a seven-acre site on the northern shoreline portions of pier 70. this is the plan that was created through the pier 70 planning process. can you see crane coffee park is on the northern shoreline. directly ajavenlt to it is the ship repair facility. the red, pink and salmon-colored buildings are the historic buildings. illinois street is on the west. you can notice there is some future development sites directly west of the crane coffee park area. this is just an aerial photograph looking at the future crane c omp ve park site . the ship repair area is to the left of the screen. illinois street and third street to the right. the park would be generally an extension of 19th street generally to the norton to mariposa street. >> as i mentioned before, a significant amount of planning has occurred. in looking at crane cove park, it was looked at as a part of the port's land use plan. it was identified in the central waterfront plan. it was prioritized as a

we first least add pier -- leased at pier 46, but we relocated in 1997 with the construction of the giants' ballpark, and our former offices are now the right-field bleachers, so we might be in the same situation again. we did move to pier 50, but what that experience, we were not fully compensated for our move. now, we may have to move again. the staff report notes relocation capital costs would be $275,000. that is not completely correct. that is just the capital improvements we put into new fender piles when we renewed our least a couple of years ago, so we have other capital costs that would be associated with this move. actual relocation costs, actually are unknown because we do not know where we would be moving. the other thing i wanted to imagine is that we're going to move further south down the waterfront, and it will introduce higher operating costs for us. our water taxi customers like the land close to the city, so moving two miles further south would require us to have some sort of commercial water taxi landing and a waiting room of here in this portion of the city rather than
