[applause] chairperson avalos: think you very much. next speaker, please. >> good afternoon, chairman and members of the committee. i am jim salinas, a native san franciscan, born and raised in the mission district. i am now passed the half century mark and lived here my whole life. let me say you will hear a lot of lame excuses as to why this legislation cannot or will not work. that is all they are. it is the outsiders and carpetbaggers that are here telling the stakeholders' like myself, folks that have lived here all our lives. please make no mistake that the communities are not only suffering from high unemployment, but displacement as well. i know too many brothers and sisters who have had to leave their city of perth. they are living in antioch, pittsburgh, and to go. anywhere but where there were born. that is not right. i am an anomaly now. i should be the norm. everybody should go to work here. i got to work every day with the tools of the trade, buy a home, raised four kids

francis -- san francisco yacht club. i have been part of five america's cups, and in the mid- 1980's, i was the general manager of the first challenge for the america's cup. this is a very historic and exciting opportunity. set aside what you know about the grand 159-year history of the america's cup because its san francisco gets to host the america's cup, in our city, we can transfer the america's cup on the most exciting, popular, financially viable america's cup ever. there are three reasons why this is the case -- our natural a minute, our reliable wins, and a spectator-friendly, spectator- oriented race course -- our natural arena, our reliable winds. this is a great contrast to the offshore races, which have been characteristic of the america's cup until now. the races are all 20 miles offshore. a spectator could ever see them. secondly, reliable wins. in newport, about 40% of all the races were canceled. in valencia, half of all the races were canceled. by contrast, the reliable wins in san francisco, averaging 2

[reading names] >> good afternoon. could i have the overhead please? my husband and i run the sailing program at the golden gate yacht club. the photo that i have of is just one day on the day with our free sailing program to san francisco high school students, courtesy of the bmw oracle team. i would like to be able to share these kinds of days with other yacht club high school's sailing groups are around san francisco bay. there are over 100 high school teams competing throughout california. we are in little bit behind the times of here, but i think we are well on our way to catching up and being able to compete not only with southern california, but the east coast and the world. california maritime academy recently sent one of their sailing teams to france representing the united states, and i think the future of sailing is with the youth, and i'm in favor of the 34th america'

by black with the san francisco chamber of commerce -- bob black with the san francisco chamber of commerce. we have an opportunity to marry sports, technology, and media in a way they have never been married together before. we will see images, not just one blimp flying around in the park or the at&t stadium or whatever. we will see many blimps. we will see cameras on boats. we will see images broadcast around the world that will change people's perception of what san francisco and america is. that is something you cannot value in a spreadsheet that we will present on economic analysis. think about how much it costs you to buy a one-minute ad on the super bowl. $1 million? maybe more? we will have months of ads internationally double the projected. that sort of benefit to san francisco's tourist economy, our experience economy, will be unprecedented. when you tie that into what oracle will be presenting on the technological side and the social media side, that will be how we market these games and people watch these games -- those are the other sweet spots for economic development in san f

we need a new deal in san francisco. during the depression, we saw how they were able to put many people back to work the about $27 billion will be pumped into our public infrastructure and building new subway systems, new salons, new source system, all of this is work that will get done in san francisco and our tax dollars will go to those projects. we know that jobs will be inevitable. it want to make sure that as we are building these jobs, we can have the highest level of participation of san francisco residents in this project. it is our tax dollars going to plan these projects. when we spend the money, though local economy, that has a benefit for the neighborhood. we have local businesses, our businesses. the contractors and our work force to be able to taken advantage of for the years to come. we have a lot of input from the building trade, contractors, developers big and small. this is beyond any one particular office. in town i have heard that as saying citywide complaints. we have traded the momentum for this h

san francisco benefited from that. bay area sports organizing committee that will work with the america's cup organizing committee, mark buell, and dewitt's park to fulfil their obligations to you. several members of the executive committee serve on the america's cup organizing committee, including the president and ceo of captain healthcare west, the managing partner at hanson bridget law firm, and a representative of sunset development. i mention these because it is clear that a point of concern legitimately as you go through your fiduciary due diligence is this issue of the reimbursement of the city. i urge you strongly to have confidence in the mark buell and the america's cup organizing committee and those stellar individuals that are helping him put together a plan. the bay area council will do its part with the executive committee and those members that i mentioned and those others. the bay area council is a non- profit public policy group comprised of the largest private-sector employers of the bay area of this

lincoln high school up there is one of the largest in san francisco. this reservoir will produce enough power to light up lincoln high school for six and a half years. it provides enough solar and enough energy for 1100 homes in san francisco. it is a start, but it is part of the city cozy green plan. it adds to the city's hydropower, and it is not just for city hall or the hospitals, but in a few more months, it will also be powering the homes that will be built in hunters point. the shipyard development program will be the first 100% greenhouse free electricity at a retail level because we will be bringing that power to them. so it is a good day for all of us to be celebrating all of that. obviously, this would not happen without a lot of partners, but the key person who was the most influential in doing all of this is the mayor of san francisco. during his term, we have made incredible strides in terms of all the kinds of green, green things you want to do, and the mayor is here to finally say this is up, running, testing is complete, and we are goi

[laughter] [applause] >> mining is mindy kenner. i am a senior job developer in bayview and visitation valley. i have a journeymen and women and apprentice people in my area who are out of work. they are union members. they have been out of work sometimes for years. they are across the trades. they need to work now. we need to push this legislation through. i ask you -- how many people in your neighborhood are out of work? in my neighborhood that i work in, 50% to 60% of the young men and women who come into my office are out of work, have no skills, need the training. and we need to put these areas to work. this legislation will give u

we have 450 projects throughout san francisco. we have incentivized wisely over the counter permits so people can navigate the bureaucracy, a $98 fee, flat fee. we are developing projects in this city with minimum requirements for lead building standards. in fact we have a proposal that i will be presenting in front of our san francisco board of supervisors that says you want to build a commercial structure in excess of 50,000 square feet, you've got to provide minimum lead standards of construction. the reason we are doing that is we create an incentive a year ago to do that and everybody in order to get ahead of the queue in terms of the planning process is jumping in saying that's a no brainer of us because time matters more than anything else. so we are going to require it as a base line for doing business in the city and county of san francisco. that follows what we had already done and that is say we're going to spend the taxpayers money, we have got to provide those lead standards in terms of our libraries, reconstructing o

the city of san francisco has figured it out. people like bob hayden, ed, have figured out how to use other people's money to bring san francisco into the lead. these people i happy to do that. this kind of leadership makes a huge difference. i especially want to thank mastercard. mastercard has seen we need the convenience of their credit card in order to get these things easy to operate. and very secure. part of the reason we are going with these credit cards is so that you do not have to worry. i have people at coulomb who are trained to keep your secret secret. there are rooms in my company that i am not allowed to go anymore because i am not approved. it will make it easy for you so that you can be part of the solution. we have been extremely fortunate. we have to thank the mayor for the weather. we are thankful to be in san francisco after all these years. thank you. in san francisco. we are located on pier 40. we have seen an uptick in business already, just due to the possibility of the cup being here. we have been fielding phone calls from around the world about what it would cost to torture a boat to be out on the day to see the races and our waterfront. i was talking to my boss. if this goes through and the board votes on it as a yes, we will start the conversations about purchasing a new vessel to grow our business and take care of the demand coming in. that will be an immediate four to five full-time jobs, probably in the world of 40 to 50 jobs while the cup is here. some of those will go away. but we will see a large increase on that. we have also seen an uptick in the interest of sailing on the beginner level. we have a sailing school. over the last year, we have talked about 300 new people how to sail. -- we have talked about 300 new people how to sail. we will probably seek 500 or 600 people within new interest -- we will probably see 500 or 600 people with a new interest in our s

the first pediatric death in san francisco in 14 years and two of these children were attending san francisco school. this is an outrage. when you send your kid to school in the morning, you expect to see them alive in the afternoon. please forgive my of motions. we know informed people live healthier lives. those who receive support and utilize resources are also an outreach to others. one of my greatest joys has been being part of the solution as a founding member of the asthma task force. that was the genesis of the task force by the board of supervisors. from the beginning in 1995, our passion has been working with a multifaceted san francisco community for a solution to the asthma problem. your attitude was always, how may i be of help? the lack of response was a major motivator for the efforts that have been under way for the last decade. we are in a better place to really start dealing with the issues, and more than ever we need the support of the board. funding is needed, and it is the will of the board to ensure healthy environments and supporting affective clinical systems, not brok
