"today in the bay's" christie smith is live on treasure island with more on this tragic story. christie? >> reporter: good morning to you. right after the runner collapsed witnesses describe a scene of confusion and delay. they say rather than seeing the first responders on scene immediately that it was fellow runners and race volunteers who administered cpr for quite some time. now the man who collapsed and died is 36-year-old peter hass. we do have video of him this morning that was taken in 2009 when he was being interviewed. he was talking about his company pet for usa, a wholesale pet store. he was running in the keizer permanente half marathon in san francisco this weekend. 13.1 miles through golden gate park. one witness told nbc bay area news that from the time he collapsed, he was receiving cpr for 15 minutes, but still there were no emergency responders there right away. now, published reports say that fire dispatchers were given three different locations for the incident. so far no cause of death has been released, but an autopsy is set for some time this week. repor

christie smith is live at treasure island this morning. there's word drivers could get a little distracted. >> reporter: yes, it is impressive. with each piece that goes up, this tower is becoming more and more the centerpiece of the new bay bridge. i want to step aside so you can see what's going on this morning. if you look over there near the bottom you can see that a part, a large part is being hoisted up this morning. when we last checked in an hour ago that piece was totally flat there. right now the tower is 374 feet tall, which is already taller than koyt tower in san francisco and taller than the tribune tower in oakland. this will be the fourth tower section for the self-anchored suspension span. when it is complete the whole thing will be 525 feet tall. the jacks hoist the section into place. the last time a section was installed was in mid-december. and this was a long and steady process. each section takes about 30 hours to lift and to bolt into place. the first tower sections went up last july. and progress on the new bay bri

"today in the bay's" christie smith is live in oakland. the bad news here is $4 a gallon might seem like a bargain in a few more weeks or months. >> reporter: yeah, that's right. you know, i have to tell you when prices get like this we have seen people running in and out of this gas station very quickly buying a whole lot of gum and not a whole lot of gas. this is just something they really don't like talking about. if you drive you have to pay for it. and we are looking at nearly $4 a gallon here at this gas station in oakland. as you said, it could go higher than that. analysts saying if we see a problem with oil coming from places like iran or saudi arabia, this case could mean that the bay area would pay $5 or $6 a gallon. what's behind this? the uprising in libya set record-setting gas prices on wednesday with oil touching $100 a barrel for the first time since 2008. one driver told us she's tightening her belt but who can just stop driving? >> all i can do is just, all i can say is i just keep getting the gas. i don't have a choice.

christie smith is joining us live now with the very latest. good morning to you. >> reporter: good morning to you, laura. this decision was supposed to come down yesterday, but the university said it needed more time to make sure that those people who pledged their financial help will actually be giving it. this morning we have been talking to students and others coming down here this morning for a workout. i can tell you that they are eagerly awaiting this decision saying there will be deep disappointment if all five sports are not saved. mens and womens gymnastic, baseball, men's rugby and women's la cross. cutting them would save $4 million a year for the university. the estimates are that they need $25 million to save the sports for ten years. since then cal supporters have pledged $12 to $15 million to help save the sports. one recent graduate just told us he thinks that these teams are critical and that cal can't afford them. >> this university can gain revenue. it is sad that we can see gymnastics potentially go, baseball potentially go

today in the east bay's christie smith is live in oakland to explain why. good morning. >> reporter: good morning, scott. they are called moist 15th notices and they don't necessarily mean a teacher is going to be laid off but there is a real possibility that's going to happen after another year of funding cuts. those letters are coming out of the main office for the school district very soon. the district warning they are going to send out a lot more in the mail this year than in previous years. the district saying they exhausted their bag of tricks. the superintendent posted a letter on the district website it's up this morning explaining how desperate the situation is. this year they are saying they may lose $349 per student tied to state funding cuts, march 15 is the state deadline to notify teachers what's going to happen. in the past oakland relied on high teacher attrition and one-time sources to avoid these deep layoffs but that may not be good enough this year. but exactly how many of these notices are going out we don't know. the district saying i

"today in the east bay's" christie smith is live there. good morning. >> reporter: good morning to you, scott. this couldn't come at a better time for oakland businesses. right now energy costs are cheap but you need use it to do business. this initiative kicks off later this morning. what it's going to do is help them find creative ways to use energy, cut back a little and keep more money in their pocket. and maybe even attract more business to downtown oakland. mayor jean quan is going to kick that off later. it's called oakland shines, it's a partnership with a company called quest. they scored $5 million stimulus grant from the california energy commission. that will be applied to businesses in 120 block downtown area that includes jack london square and china town. it offers things like technical assistance and cash rebates to help pay for things like energy efficient lighting, to improve heating and air conditioning and up to 50 to 90% of the cost to get those improvements done. the city is also looking to try and grab new which is a

"today in the east bay's" christie smith are live with who police are looking for. >> reporter: good morning to you be scott. this is one of the more recent stores hit out of at least ten. and witnesses are saying that the guy responsible seems to be doing the same thing. he hangs out in the store and brings snacked snacks up to the counter and confronts the clerk with a gun pulled from his waistband. in one case he got violent. on february 1st a 59-year-old clerk was pistol-whipped. this guy is hitting sandwich shops from san leandro, berkeley and more. the gun is a concern for the police. he appears to be a creature of habit often wearing a black baseball cap with a red letter "c" on the front. he is african-american in his 20s, 5'9", somewhat skinny with a red hoodie and black pants. he has an oval-shaped birt mark on his cheek, and detectives are trying to put this out there to help find who this is. sometimes he hits the stores in the middle of the afternoon, other times it is early evening. at this point they are getting the word out to the public. live in hayward, christie smi

reporting live in oakland, christie smith, "today in the east bay." >>> thank you. one youth court in the east bay responsible for giving hundreds of teenagers a second chance is on the verge of closing its doors. money is running out for the mccullum youth court of alameda. the alternative justice center could shut down in the next four to six months. the nonprofit lost half its budget when a federal grant was canceled last year. this would be bad news for 400 children whose cases have not been heard. less than 10% of mccullum's kids reoffend compared to 80% of youth who go through the traditional juvenile system. >>> desperate to increase funding for its schools alameda county's school board turned to voters for help. the board of education will hold a special election to vote on a tax that would cost property tax owners an extra $180 a year. it would raise about $3 million to preserve after-school activities and smaller class sizes. alameda county voters can cast mail-in ballots from april 4th through may 3rd. the measure needs a 2/3 majority to pass. >>> after l

today in the east bay's christie smith is live in berkeley with that. good morning. >> reporter: good morning to you, scott. no surprise here, this comes down to money or lack of it. but cal decided to go against reducing sports across the board and they decided to look at eliminating four teams and demoting one. now that we're getting close to a decision it looks like the university may be reversing course. the chancellor prepares to announce whether baseball, men's and women's gymnastics, lacrosse, might be reinstate after a decision to cut them. men's rugby hoping to avoid being considered a varsity club sport. reducing the teams was expected to save. supporters are saying hey, we raised about $15 million which could allow the teams to play ball until a permanent solution is found. there's also the issue looming of title 9, the federal gender equity law and eliminating two women's teams would put cal out of compliance. for now, though, it looks like creative financing is the key. cal originally said they needed around $80 million to reinstate the tea

christie smith is live from lake merritt with more on how women living and working out around the lake are feeling. i would imagine scared. >> reporter: they are. they are saying that they are cautious, they are going to be careful but not necessarily going to change what they do. it's a popular spot for runners. we have seen them out already. there are restaurants around here. the peace has been shattered with yet another sexual assault. at the lake merritt area. police are warning women to be very aware. on monday night a woman was sexually assaulted walking home around 10:00 p.m. a. man followed her into her apartment building in the 800 block of jackson street, then assaulted her and brutally beat her. it's the fourth sexual assault since september in the lake merritt area. police are looking into the possibility of a connection but they say there may not be one. >> method of operation appears to be different. the motivation in the other appears to be mainly focused on robbery, that's different here and also on the other side of the lake, the others were in the east lake area off l

"today in the east bay's" christie smith is live with more. it has thousands of students and parents in limbo. >> reporter: that's right. scott, for months now a school advisory committee has been working to try to come up with three options for school closures that included elementary schools and middle schools. well, now at the last minute when we were expecting a vote a fourth option is in the mix. and that has basically changed everything. the mt. diablo superintendent sent a note home to parents growing more and more anxious waiting for a decision about this school. the latest option would include closing holbrooke or ren elementary and glenbrooke middle and consolidating two high schools and creating a special ed program at glenbrooke. closing the schools is expected to save about 1.5 million for the cash-strapped district, but in taking a closer look at everything on the table now. instead of a final decision tonight it is very possible that the board may put off a vote at least for now. if it isn't complicated enough the board may remo

christie smith is live in oakland to explain why. good morning. >> reporter: good morning. we're at the district headquarters here in oakland where the lay off notices are expected to go out soon by the hundreds. they show the district website, a letter posted to employees explaining how desperate the situation is. and this is written by september tony smith saying basically they exhausted their bag of tricks and funding levels so uncertain that they had no options but to do this. in the past there were one-time funds and attrition. but no more. this year they are saying they could lose $349 per student. march 15 is the state deadline that they might not have a job in the fall. how many joys is unclear. again, we're told it could be in the hundreds. the trikt saying a lot of this depends on whether the governor can get a tax extension on the ballot and if voters say yes to it. too many factors for oakland to wait. the final notices expected to go out in may. christie smith, today in the bay. >> governor jerry brown says it's time to stop hiring due to the budget deficit. de

christie smith has more. >> reporter: race officials say there was confusion and bystanders, runners and a couple race volunteers tried cpr to revive him. we have video of the man, peter hass, being interviewed in 2009 talking about his company, pet sport usa. he was one of 10,000 runners in the keizer permanente half marathon on sunday. the course lined 13.1 miles through golden gate park. witnesses describe a very slow and confused response by race officials. now, according to published reports, when he collapsed someone pointed it out to the race announcer who then called on the loud speaker for medical attention. but it didn't come right away like you might expect. and a viewer who ran the race tells nbc bay area news that from the time he collapsed to when the ambulance finally arrived was apparently nearly a half hour with one person saying that the ambulance was unable to find the race finish line. "the chronicle" is reporting a fire dispatcher is quoted as saying they were given three locations for the incident. the cause of death is still unknown. and an autopsy is planned f

christie smith is live with the very latest. good morning. >> reporter: good morning to you, laura. this decision was actually supposed to come down yesterday. and some people now see this one day delay as a positive sign to the very popular sports team that has been awaiting their fate for quite some time. include mens and women's gymnastics, women's lacrosse, ben's baseball and rugby. $12 million to $15 million has been pledged so far. the school thought that was just too much money for the financially-strapped school to just walk fay away from. the university has said $25 million is the number they would need to keep them as full varsity sports programs. and to cut them would save about $4 million a year. the university has now taken steps to make sure that those who said they would help out financially really will. and there's the federal requirements, some say women's gymnastics and lacrosse will have to return. because of that baseball has also received support from the giants. so will it be all five teams or a combination? it is something that we'll find out later this mornin
