. >> can you talk about the implication of the transbay center and doyle drive parkway? >> i don't think this would have any relation to highway projects. the second phase, the tunnel between fourth and king does not have funding and until we heard this, did not seem to have a viable way to complete the funding. this could provide the opportunity. >> mr. elsbernd has a question. >> i don't know how the administration intends to make this happen. the main issue is the funding source. you know this better than anybody. it takes more than advocacy. without a champion in the administration, it would never happen. like the california lottery. the chances of winning are the same, but to win, you have to play. i will be the last person to criticize the administration. this is what we need. a visionerary push from the president and vice president. it may be considered seriously. it it arrives as proposed, it is part of the game. but what a contrast. that is a big step at the federal level. we know parts of the a dvocacy program will be to make sure we show a set of projects read

we have promised $75 million disappoint -- to support doyle drive. we have to raise revenue some time. this is a huge international tourist attraction. maybe the biggest. we have 10 million pedestrians and visitors. many of them a one not crossing it, certainly not to commute. i do with all the time for recreation. i do not think that we should have tolls for people who consistently exercised and use the bridge for those purposes. however, capturing the tourist revenue that is there would be a wonderful boon to the bridge district and the bay area. there are tourist dollars that can be made from the tourist bicycles that hog the bridge and cause administrative problems. i am on the bridge all the time and this is very crowded. >> in the you support charging a toll for pedestrians and bicyclists? >> i would support a visitor's fee. something that would go into the tourist experience. we are going to offer a museum. after we offer our pedestrian renovations. >> you support a fee for tourists? >> exactly. >> how would you distinguish between them and pe

doyle drive is $1 billion plus. that should encompass the significant amount of hiring. there should be a minimum at least. when you mix state and federal dollars, that handcuffs us. >> it does to some degree. we have had some successes there and are working to create more. we're working with the transportation authority and caltrans to look at their rules and regulations to figure out how we can work within the context to get more local hiring. trans bay is another where we're doing the same. these projects are great ones to start looking at expanding how we are defining construction. they have large construction management contracts attached to them. they have all lot of other opportunities. we're working to identify not only the trade side, but other ways we can help folks get some in planet. -- other ways we can help folks. the legislation moving forward, and the local hire does go all the way down to the subs. in terms of the requirements put forth looking forward at mandatory local hire, that is a big part of the legislation. in this economy, our strategy is to tur

francisco, and has played a key role in funding a lot of different projects, whether we are talking about doyle drive for the central subway or a number of different projects. there are currently 19 members. we have two of them. last month, the commission voted, over san francisco's objection, to ask the state legislature to amend state law to expand the mtc from 19 to 21 seats by giving an extra seat to alameda county and to santa clara county, recognizing the significance of oakland. i have no dispute with recognizing the importance of our sister cities, san jose and oakland, but what this will do if enacted is further dilute san francisco's role in the mtc and our ability to obtain adequate transit funding for this city, which is so critical in our regional transportation system. the mtc request ignores the fact that san francisco is the destination for about 500,000 people every weekday, which is almost the size of the city of oakland, above and beyond our population, and more than half the size of the city of san jose. when you add to that the number of people who come here in the evening,
