commissioner kim: thank you. any discussion from committee members? president chu? president chiu: thank you, i appreciate the opportunity to consider item no. 2 at this time. this is a hear to consider a proposed initiative ordinance to allow a former appointed mayor to obtain full-time employment with the city within a year after leaving office. our current mayor, ed lee, had been serving as city administrator and intends to be continuing in -- to serve as administrator after his term ends. this is a hearing we are having in case there is a june ballot and in case this measure goes to the june ballot, as i think you know, this ordinance is proceeding in a parallel track through the ethics commission to come back to the board of supervisors in the coming months. with that, i know we have many co-sponsors on this measure. perhaps unless there are other comments, we can move to any public comment that people may want to make on this issue. commissioner kim: thank you. any further comments from other colleagues? se

supervisor chu: supervisor kim? supervisor kim: when we are talking about the numbers, visitation ballet, the diversity, and gender makeup. what programs are you basing that on? >> that is primarily our sector academy of which we have three. we have the city academy, which the committee is familiar with. that is our construction sector academy. we have our green academy and we also have a health care academy that we were able to launch. we received additional stimulus dollars through our federal bought at. supervisor kim: how many people have come to the academies? >> i did not bring those numbers. they are still in progress. it has got to be close to 1000, at this point. i would be happy to provide those numbers. supervisor kim: i am very interested in the number of people served, which neighborhoods they come from common gender, ethnic breakdown, and if they are former convicts. you touched on out reach. how does that specifically happen? >> it happens to our community partners. minicab goals in terms of the numbe

supervisor kim: your priorities? >> to my knowledge, there is no priority list, but it is the rincon hill. it is under option, and we're trying to move fast to be able to preserve it. supervisor kim: the projected date when the infrastructure improvements would happen is potentially year four, when residents would start to see that. >> specifically for the first increment, that would allow us to purchase the park and hopefully commence construction shortly thereafter. supervisor kim: and in terms of us making long-term commitments to these, have we begun to look at these four rincon hill -- for rincon hill. we started looking at that for the other commitments, with rec and park, dpw, and others. >> there can be additional tools, public-private agreements. where we have one single property owner who receives such a benefit from a particular improvement. so that could be done opportunistic lead. it is possible, for example, there is a significant project very close to a parka, -- park, and we can see if they will suppo

supervisor kim: around 60%? >> yes. supervisor kim: the units that are not sold go back out this year? >> we did not put those back this year because we have to ask for the board of supervisors approval to authorize a tax collector to sell at less than a minimum bid amount. supervisor kim: that is not in this request, though. selling below minimum four units from previous years. >> last year there was no public auction. supervisor kim: what do we plan to do with units we have never sold? how many are there besides the ones from 2009? >> all of them were either redeem or sold. supervisor kim: what are we going to do with those 12 from 2009? >> we will be putting them back next year. supervisor kim: has the interest accrued even more? >> which is why we are looking for the authorization to retreat -- reduce the interest amount to sell them? we would add to the cost of the minimum bid. it would not be cost-effective. we know that we would not be able to sell those. supervisor kim: i see that there are roughly 15 units -- .

supervisor kim: thank you. happy to see that things are moving along and there are potential bidders for this item. i want to let my colleagues know that i am interested in proposing an amendment for the recommendation from our analyst to specify the use of the remaining five under $19,000 to actually -- $519,000 to actually go to zerhousing for those who e homeless. as the look of cuts to hrsa, reductions were toward support of housing for the formerly homeless. i will be looking toward that and could be proposing that. supervisor chu: supervisor mirkarimi? supervisor mirkarimi: through the chair, extending into the comments that supervisor kim just made, that was your -- your intimation was to suggest that the remainder of the dollar's, that we honor the original surplus property ordinance moved by supervisor daly so that it would go for exactly that purpose, isn't that what you were suggesting? >> let me clarify, madam chair, supervisors. what we are suggesting is, first of all, normally, an exemption is con

supervisor kim? supervisor kim: yes, i would like to make the amendments that were brought up by mr. yarne earlier. chair chu: yes, we will be amending some of these but not all. so why do we not take that? my primary concern with an ifd in any diversion -- and any diversion is just to protect the general fund, because we have major shortfalls coming up.

supervisor kim: you serve approximately 500 people a month. over the two years, 42 clients have successfully completed their treatment and legal obligations? >> we do not actually serve 500 clients per month. supervisor kim: thecjc currently serves more than 500 people on a monthly basis -- that is what the grant says. >> that a static population of 500 and given time. rather than by hundred brand new and duplicated clients coming to the program in any given month, it is 500 in terms of the static capacity. supervisor kim: that probably needs to be written more clearly than. how many people get served at the cjc? >> apartment? -- per month? we are currently serving 490 clients per day either being monitored by probation or receiving services through thedph providers. if is a bit more of a static number. those folks, the cases have a there been resolved or their act to of -- or that are actively engaging in treatment. >> so -- supervisor kim: 42 that actually completed the program? >> that was written one year ago, so the numbers have changed.

supervisor kim? supervisor kim: i was reading that you see a reduction in jpd. i was wondering what those numbers were. >> we have seen a reduction across the board in terms of bookings and referrals over the last two years. i do not have exact numbers in front of me. i was not expecting the question. i can get those for you. they are pretty significant. we see our average daily population going down to below 100 for the past year, where a year and half ago it was up to 130 or so. we are pleased with that and are hoping that that can continue. supervisor kim: what do you think has contributed to the production? >> a lot of factors. we would like to take full credit for the reductions in terms of our programs, but we know it is not that simple. we have made deliberate and specific efforts, as it relates to the youth who are detained and when they are detained, in terms of the risk assessment we used to ensure we are detaining them properly at the front door. we have partnered with other city agencies including the department of children and families, dph, to impr
