cohen is here as well. it is a wonderful occasion to celebrate our chinese new year at city hall. i want to welcome all of you here. i have been thinking about my first month on this job. as you know, i try not to follow the speech sometimes that i scripted for. i tried to speak what is on my mind. the thought here is that it is no longer a lunar new year celebration just for our chinese community. what our community now has to offer is really expanding the family to all of these other diverse groups in san francisco. that is what makes this so wonderful. we can share what this joyous occasion means and connect with all the other families of the city, whether african american, latino families, russian families, or all of the some groups of our asian families, it is what makes the city very special. if i have seen anything the first 30 days of this inaugural apartment that was historic redone by our board of supervisors, it allowed me this special privilege to serve as your mayor. i know that it has been a d

supervisor malia cohen, ladies and gentlemen. >> thank you. hello. happy black history month. -- month. how are you good. thank you for coming out here this morning. i'm so excited to be here. there have been many years that have come and gone in the past that i was in these seats over here listening to the speakers commemorate, honor the memory and legacy of many of our an set of erps and the persons that have gone on before us and it is about time that we started to think about the legacy that african-americans have had and the legacy that the civil war has had and the intermingling between the two because it is with no easy feat that over 200,000 african-american soldiers fought in the civil war during a time when african-americans were denied the right of course their citizenship. can you imagine that? so i'm very excited to welcome you here to our great city hall. and as i stand before you, i want you to understand that i am your represent and if you have a chance to stop by before you leave and leave your contact information, so we are able to

and then finally, this was a direct recommendation from supervisor cohen, malia cohen, essentially reporting back on how is the ifd doing and how are the monies being spent, and that seems practical. that includes the summary of both ifd's, in general, the rincon hill ifd, and what we think will make the framework for future ifd's. i am happy to answer questions. i have someone with me that helped to prepare the information in your pockets -- packets, and there is another here. chair chu: thank you. i believe that supervisor kim has a question, and then we will go to the analyst's report. supervisor kim: your priorities? >> to my knowledge, there is no priority list, but it is the rincon hill. it is under option, and we're trying to move fast to be able to preserve it. supervisor kim: the projected date when the infrastructure improvements would happen is potentially year four, when residents would start to see that. >> specifically for the first increment, that would allow us to purchase the park and hopefully commence construction shortly thereafter. supervisor kim: and in terms of us maki
