mike sugerman on the area that could become the bay area's latest tech neighborhood. mike. >> reporter: well, this is the story -- it deals with twitter. san francisco wants to keep twitter in the city. so it may offer tax breaks if it moves to a grimy part of town. san francisco in all its splendor. one of the most enchanting cities in the world. and this is the main artery through the heart of the city. it is market street. the mid-market area. let me give you a tour. i'll tell you who might not realize what this street is about. might be working for one of the companies that might get a tax break to relocate here. here are some things you might see. it is a bit raw. >> it has got great bones, to use a real estate term. >> reporter: david addington puts some sizzle on the street when he opened a gourmet hot dog restaurant. >> a lot of untapped opportunity. >> reporter: so the city may give tax breaks to people who move here and bring in people. like twitter. it has 300 employees but expects to grow 10-fold in three years. why not move into the san francisco furnitur

i will leave it to you to make those comments. >> mike sugerman, thank you. >>> all right, our weather -- well, it has been at the top of the top 10 but that will change? >> two more days of lots of sunshine right here in the bay area and temperatures now going back into the 70s. sunset officially at 5:43 a.m. and once the sun did set we had highs that banked anywhere from 62 in livermore to 69 degrees in sonoma. wow. that's really pretty. if you're out and about this evening the numbers are going down very rapidly as the sun does set. we have a lot of cool air mass in place. and tonight as a direct result numbers are going below freezing and throughout napa and santa rosa so obviously we will have a little bit of fog in the overnight hours. 40s common across the central bay, upper 30s around the peninsula. 41 degrees in san jose. so the jet stream is right here. guiding storms along a particular path. this will begin to sag in a southerly direction by sunday and, boy, we will have rain just about every day next week. until then, warmer weather for your friday and saturday. saturday be

mark -- mike sugerman has the story. >> reporter: again and again. the city of berkeley has tried to [ no audio ]. it wants to audio wikileaks leakers. now guess who is coming here? gitmo detainees. the federal government bans prisoners from guantanamo bay from transferring to the united states. berkeley is in the united states. so why is the city council here voting on bringing gitmo prisoners to town. >> i think it is important to take a stand. >> reporter: the berkeley peace and justice commission has recommended berkeley families take in some of the prisoners who would house and feed them at in expense. >> i'm talking about people who the u.s. government has determined are not a threat, who are innocent of charges, that never did anything against the united states. there are men like that at guantanamo. and those men deserve to resume their lives. >> reporter: like jamal. an algerian native. and another man said to have taken a vacation in pakistan around 9/11 and captured and sold as bounty to the u.s. >> if it is not a problem to the community

>> mike sugerman in berkeley. >>> a barge runs aground in san francisco just as this powerful storm is bearing down on the area. what the coastguard and crews plan to do now that the storm is about to hit. >> reporter: we are here on marina green right just east of the golden gate yacht club. this barge sprung a leak earlier utah and was grounded right here. in the end only a gallon of fuel seeped into the bay. still, the response shows what was learned from the debacle. >> reporter: at 7:30 the tug boat crew pushing this barge noticed it was sinking. the crew immediately asked for and got permission to do the one thing that would guarantee to keep the barge from sinking more. >> the barge was grounded to ensure the safety of the people on board. and we immediately called in our environmental services team to put out some booms. >> reporter: a coastguard helicopter did two flyovers of the scene and shaw a sheen about a mile long near the barge. >> approximately 4800-gallons of fuel aboard. that's the max capacity at this barge. at this point we are only concerned with about 500- gallon
