. >> emanuel becomes the city's first new mayor since 1989, replacing the retiring richard daley. chris bury reports from chicago. >> reporter: after posting a clear and commanding lead, winning a clear majority to avoid a runoff election in april. >> you sure know how to make a guy feel at home. >> reporter: rahm emanuel bested a crowded field, including former senator carol moseley braun, and long-time official, gary chico, in a hotly-contested race. he fended off numerous challenges to his residency. but from the beginning, emanuel enjoyed clear advantages. including the implicit backing of president obama. and a national fund-raising effort that raked in at least $13 million. >> if you want the windy city to have a gale force of leadership, rahm emanuel is your leader. >> reporter: emanuel takes over in may, replacing richard m. daley, who has been mayor for 22 years. longer than anyone, including his famous father, the last of america's big-city bosses. emanuel faces daunting challenges, including a crippling budget crisis that will require painful cuts and possibly new taxes

he said it's going to be a direct challenge to the mayor richard daley. and he said now don't tell anybody. [laughter] i said what? don't tell anybody? and he winked kind of and he got on to the elevator and he said good luck, young lady, i think you're going to go far. he gave me such a boost. i ran to the telephone, reported the story. it was picked up by the network, and everybody else was reporting. it hit to the ap wires that wcfl is reporting dr. king is here for this. so i went to the news conference at 10:00 after giving lots of reports about how i had gotten the story, and he saw me in the audience and he gave me a wink, and i went high dr. king. he succeeds fellow democrat richard daley, who is retiring after 22 years. the environmental protection agency plans to ease air pollution restrictions on industrial boilers, in a bid to make it cheaper to comply. the agency said today it will exempt smaller facilities from some rules, and give heavy industries more time to satisfy limits on mercury and other toxins. the new rules are projected to save businesses some $1.8 billion a year over the original proposal. the threat to the world's coral reefs is getting worse. a study by 25 research organizations released today found three-quarters of all reefs are now at risk. that's up substantially from the last report, in 1998. the study said fishing methods that use dynamite are breaking up coral, and warming seas are making oceans more acidic. that, in turn, makes it hard for corals to harden. at the current pace, all of the world's reefs will be endangered by 2050. ford is recalling nearly 150,000 those are some of the day's major stori. now, back to jim. >> lehrer: and on to a two-part look at the libya cri
