i got our good friend ron brown the commerce secretary who decide -- died suddenly, he had a saying, "leave the door open and the ladder down," and i want to you remember that because far too often we don't help each other. if i have an event and al calls me or he has an event and he calls me up, i might say with, i'll help up a little bit. so next time i need help, i call and he helps a little bit and the effort is a little bit successful. you know what happens particularly in the black community, in others too, because we don't help each other, we're not doing as well as we can do. that is a problem we all have to take responsibility for. all right. i don't know what i'm doing. i got to get back to it. the greatest tragedy in life is not death, but a life without purpose and vision. the greatest treasures in the world are not the companies that make up the new york stock exchange or the oil wells of the middle east but the semteries all ofe the world because of the lost potential did you hear what i just said? in the semteries -- semeteries because of lost potential. in other words

ron brown had identified, as commerce secretary, other rising countries that he believed would shape the 21st century, would create this multi-polar world in a way that we had not imagined. and we decided we had to focus on them, both to try to build good relationships with them, to keep bad things from happening, and to help good things happen. he identified mexico and brazil. we have a major economic crisis in mexico and twice i moved to put together economic packages for brazil. inconceivable now because their economy is so strong. the identified nigeria in africa. south africa seems to be on a better path now, but a lot of their political and economic resurgence was derailed by the aids crisis. nigeria has a special set of challenges, as we all know. both of them occupied a lot of my time when i was president. yet identified poland and the ukraine in europe. poland has done pretty well, but we all know that ukrainians claimed their democracy and then had a terrible economic time and are now in the process of real identifying themselves. -- redefining themselves. we had a big chan

ron brown has served the youth of this nation through the boy scouts of america with great distinction. i wish ron and his wife all the best in retirement. well done, scouter. the speaker pro tempore: the gentleman yields back the balance of his time. for what purpose does the gentlelady from florida rise? without objection. the gentlelady is recognized. ms. brown: thank you, mr. speaker, and members of the house. i rise today very disappointed with the governor of the state of florida, rick scott. last week the governor told the transportation secretary lahood that the state of florida could do without the $2.5 billion in federal highway funds for rail. this money posed no risk to the people of florida and would create over 60,000 jobs for floridians. unfortunately governor seemed to be much more interested in politics than creating jobs or improving the transportation system for the great people of florida. turning down high speed rail funds would do nothing to bring down florida's 12% unemployment and in some areas 15%. indeed, the high speed rail plan for florida serves as a true e

and a democratic senator ron widen along with a third senator larry landrieu. so it's a bipartisan approach saying let's move up the timetable. let's let innovation be part of this strategy from the outset. >> woodruff: one other thing the governors as you know very well say their most immediate concern with regard to health care costs has to do with medicaid the government program covering the poorest people. more than half the states are ready to take hundreds of thousands of people off the medicaid roles if the government will simply grant them the flexibility to do that. is that something the administration is prepared to do? >> well, judy, i think that nothing could be worse for the prosperity of this country than to have millions more americans without health coverage. we've seen the toll that that takes on families and on personal budgets, on states. that is the worst of all outcomes. i think what we're trying to do is really work flexibley with states. we have sent teams out around the country to look at in arizona, in florida, in other areas what are t
