republican legislators have put it up in sacramento. self republican legislators have followed and said they are standing with wisconsin on this, trying to push the envelope here. on the issue of collective bargaining, this was an issue when meg whitman said that jerry brown was in the pockets of the public employees union, and that ronald reagan was the first to establish collective bargaining for municipal and county employees. from there, it expanded. brown did expand it, no question about it. but this is a line in the sand for public employees unions. >> does jerry brown say i have a machine to balance the budget that doesn't include the pension reform? >> he is talking about $12 million in cuts and he went to a budget committee meeting this week, first time ever a governor has done so, and what was described in the question time sort of session with these legislators and some of the republicans said we want pension reform. look, if i'm -- are you willing to do that? let's talk about it, put it up there. and immediately some retreat

. >> developing news out of the sacramento area that's where a helicopter has crashed. with us live, deputy jason of the sacramento sheriff's department. what happened here? >> about to 23 this afternoon we got a call and our deputies responded to a call by helicopter that had crashed in the field in north sacramento county. it its own by construction company that does work on power towers in the field. were not exactly sure at this point that the cause of the crash. apparently, there were hovering about 100 and feet to doing work on the tower and had complications and went down. there were two people on board if pilot and a female employee of the company that was to and work. dick neither one suffered terribly serious injuries fortunately they were both conscious and talking at the scene and were transported for medical treatment. the helicopter was totaled as a result. the accident will be investigated by the faa and ntsb. >> can you describe the area of the crash is a residential or populated? >> its rural area there are some residents but a lot of open field area al

one key issue i have discussed with people in sacramento, is the fact the state needs to grow to come out of the current situation. we need a clear investment in infrastructure, with the power grid and water supply. as the 7th economy, we need a coherent policy with some continuity to signal to the rest o the w -- of the world, to the investors who want to put money into california, that they are serious about an infrastructure program. that word is still to come. that is part of the difficulty of hthe legislative agenda. we want to advocate for some form of predictability in the way we issue bonds. the 1-a and 1-b bonds. the infrastructure has been capacity. they haven't wanted to issue this because of the difficulty of rating them. paying more interest for borrowing when the credit rating is not good. a number of projects at the local level were moved forward with great advocacy. on the expectation a good chunk of the funding plan would be on the bonds. for us, we are no longer advancing sales tax money. we have done this expecting the state to catch up. if the state doesn't come th
