clausen, are you pretty much on the -- pretty much on the same page? >> let me add two points. one, although we keep our distance from the military on the ground, we don't keep our distance from the afghan government. last year, for example, there were some flooding and humanitarian disasters. those the ngo community communicates closely. i mean, we do want to be coordinated. and i think the second point that -- and i wasn't in afghanistan prior to 2001 and, certainly, agree with mr. bowers on many of his points -- is that, also, i think the availability of resources for us to do development work has expanded considerably during that period, and that's something that's enabled us to do more work in the communities. but we, again, to gain access to communities our security's very much based on acceptance. it's not based on deterrence or prevention, and that requires us not to be seen as sort of the vanguard of a military force. >> mr. mcgarry? >> yes. at crs we established a permanent office presence in 2002, so your point's well taken. to us, similar to the other organizations,
