i guess we are calling it developing an aging-friendly city. we are also looking at how to support senior services and unique neighborhood by neighborhood programs called aging in place or village models that allow people who are older or seniors getting older to be able to support each other and to stay in their homes and communities longer so they can be contributed to the community as long as possible as opposed to institutionalizing them, which costs quite a bit more. so i'm looking with senior group's ideas of how to create more aging in place programs neighborhood by neighborhood as well, but i think those are the key issues. i am also, kind of as the father of a 10-year-old -- i have anxiety like other parents right now as we apply for a middle schools for my daughter. as a member of the school board for eight years, i know that a strong school system and strong schools in the richmond is key. but also, i serve on the first five commission. each county has a commission that oversees money that supports children, and toddlers, and infants

and it will be the most eco-friendly big city neighborhood in the united states. and everyone who paid attention said, great idea, great idea, it wins a host of awards. it gets unanimous votes. last year the details went through the board of supervisors. a 10-0 vote, which was a very progressive board. now we're at the point it's actually voting to allow the project to happen. which is different from it happening but we'll talk about that. and now you get the critics who realize, this is a leverage point to say, why are you letting each apartment vacar? each condominium? you shouldn't have that much -- that many cars. it will shut down the bay bridge. >> it was a big picture question. nobody who saw those tsunami videos in japan can look at treasure island and not say, how can you have 19,000 people there? wouldn't they be in danger? >> the crazy thing about treasure island, and i agree with you, i mean, that's also the reality check now. there's concern, forget about the tsunami, which didn't help the spin of the project. but the whole sea level rise issue. or th

visitors to our city see it and feel at the moment they get off the plane. as we discussed today, if possible set of responses to the assaults by graffiti taggers on civic space, we cannot lose sight of the strength that we have in the realm of public art. the arts commission believed that one of the tools we can use against graffiti tagging is to make our young people aware of the treasures that surround them in their neighborhood. works of art like where the land meets the sea that you see here and that was installed last year by the california academy of science -- all of us here today are fully aware of the negative effect that graffiti attackers have on private property owners and public monuments and facilities. the cost to the city is running into the millions of dollars to clean up after each deface meant incident. the cost of property owners includes both time and money. it is clear that the criminal penalties that have not been enough of a deterrent. it is incumbent upon us now to introduce some new tools in our efforts to combat graffiti. if we co
