i knew jane warner. that is where i come from. before i was a commissioner, i was just a citizen of san francisco. i think you provide a valuable, policing service to a lot of folks. i strongly support them. but we made it clear that i think you need to and have started to address the real concerns people have so we can keep you going. that is why we are here tonight. i am speaking in the memory of jane warner. >> just for the record we are letting patrol special officer myers speak more than three minutes obviously because he is the representative and this is their main presentation. commissioner kingsley. >> i would like more clarification on the business and payroll tax. i didn't get the point on that if you would go back to that, please. >> the city and county of san francisco requires to all security officers be licensed in the city to pay a payroll tax and a business tax. they need a business license. from what i understand the business license is just $50. but the gross payroll tax, i think it 1.2%. there are many security

jane warner was an incredible woman. in her honor is one of the reasons we asked for this. our goal tonight is to get a response to the pssg report, which i will read their recommendations. tonight is our turn to hear from the community. during the process we asked they change their uniform to a certain extent. so that they can be distinguished from the san francisco police department. compliance has been shoty at best. our concern is compliance. quite frankly i have to tell you i have seen a patrol special officer not once but twice in the wrong uniform. not a good thing for a police commissioner to see when this is being debated. i think i want to send out a theme. the theme is compliance. we haven't had compliance throughout the years. we don't even know how many patrol special officers there were. we didn't know who is running the beats. many of the beats have been abandoned. we need to get our hands around it for the safety of the community, for the complaints of the patrol specials. we want to increase the training for the patrol specials so they don't create officer

i am here in the memory of jane warner. she was an extraordinary person. not perfect. but she was an incredibly warm face and person who happens to wear a uniform. she was a resource that talk people out of committing crimes. when things got really heavy, police officers came in and did what police officers will do. they should not be trying to do what most of the sfpd does. if you have seen them up close, it will be like supervisor wiener who submitted a letter tonight. this is from a letter that is dated today. ending or severely curtailing the police program will have a negative impact on my district and neighborhood. doing so will deprive residents of a good public safety option. one that does not replace the police, but rather provide a valuable supplement. that is exactly what they are. over the past years, they have been very flawed. it happens too much. that has got to change. my suggestion is that we need a complete restart. the only way that will happen is if from top to bottom, we update the rules. we have a start date where we say from here on out, we reall
