i think many of us in this room who want our city to be beautiful, who want our city to be safe understands the theory of the broken window applies here, which means that when there are things in our neighborhoods like broken windows, or graffiti or trash that these are all indicators to some degree of a community that is not taking care of itself, that is not policing itself, that is not protecting ourselves, and again, i thank you for being part of an effort to do all of those things. i also know as someone who has worked on this issue of graffiti for much of the last 10 years that it takes a village to deal with this problem. and i want to thank everyone who is here, starting first with d.p.w., and our private owners who actually have to clean up the mess once they're made. to our members of law enforcement who have been struggling in recent years to really tackle this problem. i was a prosecutor actually with paul henderson 10 years ago in the d.a.'s office. at that time, it was often very difficult to excite police officers to investigate graffiti incidents. it was difficult to want to

the city needs to recommit ourselves to the values that our city was named after. st. francis believed in compassion for those who have less -- had less than others. those of us with opportunities have to give back. part of that entails taking care of the most important among us, the folks who have need, including our homeless. >> let's talk about the transportation situation in your district. you mentioned that transit could be better. how is parking and traffic? is there enough muni service now? >> you are talking to the one member of the board that does not only car. i get around my district by muni, bicycle, or hailing a cab. our transit system is truly challenge. our bosses are late one out of four times. -- our buses are late one out of a quarter times. they're still not as clean and safe as we'd like. we can do better and investing in our muni system. we need more taxicabs on the streets. is difficult to obtain a cab. i support the concept of centralized taxi dispatch systems so you know who you can call to get a cab. i am a big believer in pedestrian bicycling

our city streets -- to our sunday streets. that is going to be wonderful. it is one i have been trying to oversee as city administrator, working with our liveable streets and our chinatown chamber of commerce, our chinatown merchants association -- they are all very excited, and we will be looking at the way we have been using grant avenue, all the way through north beach, from california, across broadway, so we will have more details about that, but we do not have a date announced for that. we are working out the details, and we will listen carefully to all of the needs and concerns of our merchants along the area, residents, to make sure it is successful. the nice part of sunday streets -- it is not just the physical closing of the streets. it is really the way we work with all elements of our community to make sure we bring out things that are great for kids, for families, and the merchants will have an opportunity to read prioritize the way they welcome their traditional visitors and buyers. we are not selling this as anot

a safe city, a solvent city, and a successful city are the themes i have given our departments to work with. and as we go through the balancing our budget, i said at the outset, there is no magic to it. we have to make some tough decisions coming up. after we make those tough decisions, is like going to be any easier? nope. the governor has plans to realign things that going to hurt us. i do not believe for one second that realignment means it comes with any funding to realigning burdens that will come to us. then the federal government is going to get there. we have already seen the community block grant funds that were going to be heard in many different ways, so we are bracing for that, trying to come up with ideas to make sure our cities survives and survive as well. with that, no more speeches. i am all ears to your concerns, making sure the you know we are working closely with you and your supervisor to make our process transparent and sensitive to all the ideas that you have. thank you very much. we want to emphasize those modes of transit, just as we just did as we came down from city hall on our municipal railway's. this draft is important, and it is so important that we do it right, that it is the first plan that we initiate, that we launch in the public. it is one that will be on our website, on the office of economic development workforce development web site. it is there now as we speak, and it talks to you from at least the initial groupings of the apartments that have worked together in concert with the event authority and the organizing committee in anticipation of how we move people. it reflects some very strong principles and some policies. the first one is we have got to have energy efficiency reflected in this plan. the second is it has got to be environmentally sustainable. the third -- it has got to be strategically adaptable, that we can use this plan in a very adaptive way to all the events that happen. finally, another principal reflected in this plan is it has got to be a positive legacy that we leave with the america's cup. by "positive legacy," we mean that

that will help to transform medical care in our city. anyone who has moved doctors knows how difficult it is to transfer medical records and personal health information. today the exchange of chincal information is extremely variable -- clinical information is extremely varle and is based on faxes, u.s. mail and physical messenger. oftentimes information can get lost, can become incomplete or can be illegible. until recently the idea of a unified patient record was simply an idea. but with federal stimulus funds in recent years, that dream is now becoming a reality. there have been many jurisdictions around the country that have launched a health information exchange, and colleagues, i have a resolution to ask for your support in doing the same here in san francisco. there has recently been a committee that has gathered all of the various health care and medical organizations in san francisco to achieve that, and i think this is something that the city and county of san francisco needs to participate in. i also have a hearing request of

for the long-term future of our city. i was born and raised here and my children are being raised here and i want to focus on what it's going to mean for them over the long haul. that's the second generic priority. second, we need to focus on what we can do to continue to operate and make sure our business community and a community that's going to continue to create an economic cycle long-term here in san francisco that's going to sustain us in terms of taxes and ancillary revenues, how do we make it a better environment for them to operate in? i was proud to be with mayor lee today when we signed the mid market tenderloin tax legislation today, it was labeled the twitter debate. yesterday i introduced for the first time, we are the only major city in the united states that tabblingses stock options. i introduced a bill to eliminate that. we continue to keep that cycle of technology, other companies that are here today, that they continue to be here tomorrow and then next -- the next facebook, next twitter starting today

to reduce our city's grease problem being discharged and dumped into the local sewer system. it is a serious problem because it hardens and clogs our sewer pipes that cost the city $3.5 million per year in repair costs. this ordinance will help prevent fast oils and grease from entering the sewers and will save the city a great deal of money every year. now that our legislation is being implemented, this education and outreach to the local restaurants continues. i wanted to let everyone know about two important workshops in the mission and china town where restaurant managers can learn about the fog ordinance. important information will be provided such as what types of restaurants need to install automatic grease removal devices and which don't. information will be provided about financing options for equipment and the information will be provided at these workshops could save your restaurant money. it is important if you own or operate a restaurant to become informed. the first is held on tuesday, may 17th. 2:30 p.m. at 731 grant avenue. the second workshop in the mission i

it requires us to ensure that our sources and the money coming into the city are equal to our users, and that is the expenditures we make. when we look ahead at next year, we do a projection of what our revenues look like and what our expenditures look like, and what we're seeing for next year is that we are going to have a little bit of good news on revenues -- about $37.7 million, but offsetting that is an expenditure growth. it is getting more expensive to operate our city at the same level, and we're going to have about $344 million worth of cost increases. much of the do, as mayor lee noted, to increases in employee benefit costs. that will be one of the issues that i think we will all have to tackle over the next several months. the bottom line is that we have a $306 million deficit projected for the coming year. this is a little bit better than our starting point of $380 million that, some little bit of good news that we have been seeing out there in the economy, it looks like things are stabilizing a little bit. nonetheless, we still have a sizable challenge remaining to get

that is a weakness for our city as a whole. it is hard when we look at our budget by departments because this is not really show where our city is prioritizing different issues. one area is lost on a certain level. i don't know if you can address that a little bit. >> i agree with you. we don't have a home for -- because the mayor had asked dcyf to work with the youth commission. we had the process which took upwards of a year and a half to talk to all of our community members and stakeholders to develop a plan. within that plan, we stated that this was something that should be a priority for all of the city. we created a structure that had members of those departments coming to the table to really discuss. however, because of the last two years budget, we have not been able to really actualize a lot of the recommendations inside of that plan. we have moved forward on a couple of things such as developing a clear understanding of creating workforce programs to really support the population and actually that is what drove the pa

you are a critical part of making our city government work. especially for the youth commission, it is so hard to get young people in gauged in city government in san francisco. what you're doing is incredibly important. we thank you. when i was sworn in to the board of supervisors in january, i submitted that one of the issues i was really going to focus on was ensuring that we have a vibrant nightlife and entertainment for youth in san francisco. we have struggled with that lately. we have a tendency in san francisco and at the board, unfortunately, that when something bad happens, a novelist as it may be, -- anomolous as it may be, we have a reaction that we should ban it because it is the safest thing to do. well that might be the safest thing to do, it is not necessarily the best thing to do. a month ago i requested that we find out people understand how important this is to san francisco culturally or economically. in terms of youth access to entertainment, we need to understand that this is a critical part of growing up and developing a
