in redwood city overnight a mother and five children escaped an overnight fire. firefighters say came very close to being deadly. ktvu's tara moriarty is in redwood city this morning with more on how this family got out safely. good morning, tara. >> reporter: call it mother's intuition. a mother sleeping inside of this mobile home with her children woke up for apparently no reason. the smoke detectors either she did not hear them or they didn't function, so she ended up waking up and you can see just how intense this fire got. if you look to the side of this mobile home right here you can see where the flames got to it right there on the home next door. now it happened here in the harbor village home mobile home park off bay shore road in redwood city around 2:00 this morning. here's what happened. the mom wakes up. she's not sure if she smells smoke or having a bad dream, but she starts looking around and sees flames near her washer and drier in the front of the house. when she tries to run back to the bedroom to get the kids the fire is simply too intense. so

they voted not to go with the independent contractor wackenhut and, instead, go with the redwood city hybrid option. the real option, should public fire safety be in public or private hands. the city council chambers overflowed with passion. >> fire to a contractor? a low-bid contractor? what happens if they fail? >> if we go with wackenhut, people will burn, businesses will burn, and people will die. >> reporter: they had two primary proposals one from redwood city which would combine city resources, the other from wackenhut, a private contractor. the wackenhut proposal could potentially save the city up to $6.6 million. >> we actually had proposed to put four firefighters at each station versus three firefighters at each station and put them on different types of apparatus that are more in tune to the types of things that are ran in the city of san carlos. >> reporter: but many voiced concerns that for-profit contractors would jeopardize public safety. >> they are gonna work their employees 72 hours a week. it's not a safe schedule. >> reporter: the redwood city proposal would save

he is 73-year-old richard manuel of redwood city. fans and fellow fliers say he was the president of a local flying club. the plane took off from the north field at the oakland airport yesterday around 3:30 in the afternoon. witnesses report hearing the engine stall. according to members of the flying club, manuel was an experienced flier and apparently tried to gain control of the plane by going into a steep dive. the plane crashed head first. people playing soccer nearby tried to save the pilot by pulling his head out from the mud. >> get his head at least out of the mud, clean his face so he can breathe and get him from the shoulders and pull him out. that was my plan. but the mud was too much. >> reporter: the area of the plane is is only accessible through a park which is now taped off by police. alameda police are out here preventing us from getting any closer than where we are right now. they tell us that's because they expect investigators to be coming in through the very narrow entrance way to the park and they need that are
