conway: thank you, mr. chairman. i would simply respond that again the value for the taxpayer at the end of the day is what we immediate to do. we have to cut costs across the government and that means supreme to do something different than they've done in the past. to say that american manufacturing jobs should have absolute preference over getting the best deal for the taxpayer doesn't make sense. we have a complicated acquisition process in place right now. it reminds me of headlines the last couple of days of the number of folks who got money from these stimulus plan whose sole purpose was to create jobs, unlike acquisitions for the military, the department of defense, whose sole purpose is to provide the goods and services and equipment needed for our war fighters at a point in time they need it at a cost that makes sense for a taxpayer. the job creation for the stimulus plan was flawed in the extreme, i don't believe that adding that emphasis to defense acquisition will make for a better acquisition process or
