president olague: thank you. >> commissioners, it's a wonderful day. a great decision to be made. the heart and soul of san francisco is right before you. i am here actually to share the negative side, which is i've been a pastor in chinatown. and i've had to deal with real tough issues when we decided to build a redevelopment project, hub 236, 185 units of low-income housing right next to and across the street from miller place of the commob hill neighbors. i was a young pastor there. and they said crime, everything was going to happen. guess what? it's beautiful. they love it. did their property value go down? no. there's never graffiti on there for more than a day. with good management, you can do anything. we just built broadway family apartments on 810 battery and we had to deal with the wonderful neighbors of golden gateway. in the end it turns out great and they come and use our community room, too, for meetings. finally, i was part of the asian-american recovery services. i was chair of the board. we had

president olague: thank you. >> good afternoon, commissioners. i am a member of the community coalition in developing the community vision for san francisco's northeast waterfront. my comments will focus on bringing life back to washington street. and proximity to the ferry building by creating better connections between chinatown, north beach, and more. as a resident of the gateway, i speak of the need to change the washington street corridor. it was originally designed to accommodate the freeway. what we feel is the criteria of the physical fabric into an oriented street. with easier pedestrian and bicycle buildings and with safety. our vision plan calls for narrowing to two lanes. and make washington a 2-way street and it will call on traffic and allow for safe bike lanes and improve the streetscape. our plan wishes to develop and design sidewalks on the sunny side to create stores and corners of the north side of washington. and to bring temporary vendors, to increase the flow with positive activities, we mus

president olague: thank you. >> hi, i am pam squires, and i am supportive of the 16 units of affordable housing at the edward. i am here today to speak to you about the outrageous cost disparity between our construction project at 3190 scott street and the proposed edward remodel. i have these to hand out. the cost per square foot of the 3190 scott street is $285. the proposed cost of the word is $1120 per square foot. that is not monopoly money. this is real taxpayer dollars. my money and your money. we should really take a close look at this. the edward costs are four times that of a luxury building directly across the street at 3190 scott street, and the etter -- and the edward is one- quarter the size. it has 25 bedrooms, ours has 24. we have to dozens were feet of open space, they have none, we have parking, they have none. this is my issue, the cost. i am all for it, but i am finished playing monopoly par. president olague: thank you. david, george, michael williams, followed by stephen and charlie castro.

president olague: commissioner moore. commissioner moore: following up on a very strong statement by commissioner miguel, i'd like to say that i couldn't see a more appropriate building than retrofitting an existing been, which is very modest and very appropriate to its circumstance, as a housing unit for youth who come out of foster homes. i have a hard time using the word "youth at risk." i think these are youth who are being given a chance, and i'd like to turn the discussion around. i think the youth at risk almost implies that they have already come out of whatever, out of some kind of a criminal supervision, and that is not the case. we are observing youth who are carefully guided at a time when parental guidance ceased. and that's all it is. but looking at young potential residents who are looking for a place to live under affordable circumstances, and i do believe that the lar inn street facility is giving them that opportunity. back to the building at hand. i do not believe that a new building, the costs are skim
