. >>> good afternoon, i'm savannah guthrie in for andrea mitchell. we begin with the impact of irene. here is the latest. the storm has been linked to at least 28 deaths across the northeast and new england. damage estimated at $7 billion. and the situation could get worse. multiple rivers will at or near flood stage in vermont, new jersey and new york. at the same time, crews are working to restore power to more than four million people. a job that may take days ark week or perhaps longer. virginia was hardest hit. at one point 2.5 million people were in the dark. the second largest outage in that state's history. and all of this of course is making it tough to get around today. hundreds of roads remain closed, bridges have been washed out in some places and train service in new jersey, new york and connecticut has been suspended. and one of those effects still playing out today of course, is air travel. at one point as many as a million passengers were believed to have been grounded when major airports including jfk, la guardia and newark shut down

i'm andrea mitchell live in washington. as you can see behind me, rain here, but up and down the coast, a bigger threat. a threat that could devastate the entire east coast. the storm is packing maximum sustained winds of 115 miles an hour. it is expected to make landfall along the eastern coast of north carolina as a major hurricane saturday evening. it will then race up the east coast, potentially causing billions of dollars in damage. nbc news meteorologist bill karins is tracking it all. bill, thanks so much for being there for us. give us the latest. what is the time line? the remarkable thing is not only the power of this storm but how accurate these predictions seem to be. >> right now we're pinning it down, andrea. i don't expect too many wobbles in the forecast. it wobbled east a couple days ago, west yesterday, and now i think we'll pretty much watch it fall within the path as predicted. we're within 48 hours of landfall on north carolina and within 60 hours of it moving up the jersey shoreline. in that time perio

host of "andrea mitchell reports." good morning, all. >> good morning. >> andrea, i want to get to you. rebel fighters in tripoli are taking to the streets as the 32 year regime of moammar gadhafi is ending. fighting has broken out at the compound of the libyan leader. government tanks opened fire as emerging from inside the complex. gadhafi's youngest son is leading forces into tripoli. the top diplomat in london said they control 95% of the capital city. the final assault was part of a coordinated plan. the rebels living inside tripoli. nato reports combat air patrols over libya will continue until all pro-gadhafi forces surrender. little resistance from the regime. libyas information minister struck a defiant tone about the future of this battle. meanwhile, the international criminal says gadhafi wants to be the heir. a source close to gadhafi's inner circle as he tried to escape deskized as a woman. libya's prime minister has fled the country. in south africa, earlier report that is two planes landed in tripoli to

joining me now, nbc news correspondent and host of "andrea mitchell reports," andrea mitchell, thank now for joining us. >> it's great to be with you. what a day, what developments here in libya and at home. but most importantly, in libya. >> it's stunning, what is your reaction to gadhafi's continued defiance tonight? >> that was somewhat predictable, but it certainly does not bode well. if he continues to be defiant, is a fugitive, and leading some pockets of resistance, this means more violence and it will be that much more harder for this council to exert real control. they say they are going to move to tripoli, but first they have to quiet the storm there. they've managed to get his compound, but he has other places to hide. the fact that saif al-islam and his son and heir is moving around tripoli so openly, brazenly, inviting journalists to follow him in his car and go to night spots and shouting to supporters is certainly not a good sign either. >> i think this brings me to how many are feeling in the newsrooms, this is a good news and bad news situation. around noon we are wa

joining me now, chuck todd, and nbc's andrea mitchell, the host of "andrea mitchell reports" here on msnbc. so, chuck, this is an interesting and certainly iwould say, the most challenging task john boehner has had as speaker of the house. he's going to have to try to sell to members of his caucus, especially tea party members -- well, let's remove the tea party members. some of the more conservative to moderate members who have concerns about this package. a deal that maybe they find even less palatable than the last one they voted on? >> well, yes. look, that's the bottom line. democrats were told to be prepared to find 90 to 100 votes. leaders pelosi and hoyer think they can get the 90 to 100 votes. do the math. subtract that from 216. that tells you approximately minimum what republicans need 120, 125. for speaker boehner's politics is he comfortable going with a bare majority of the majority and going with this and endorsing it. i think at 8:30. i'm told it's an informational phone call. but i'm not being told what kind of information. is he delivering information as in more det

andrea mitchell is our chief foreign affairs correspondent. she's in our washington bureau. andrea, what are you hearing there? and if the rebels are victorious, what would it mean for the u.s.? >> reporter: clearly, if they are victorious, it would vindicate the american and nato policy. the president is being briefed in martha's vineyard by one of his top national security officials, john brennan. but the u.s., of course, was initially slow to recognize the rebel government. this doesn't mean that all is good because there are concerns about their ability to control violence and to create a viable state. since recognizing them as the sole governing authority in libya and pouring money and weapons into the fighting for gadhafi, the reality for the u.s. is that the rebel leaders are now their only option. that said, lester, the rebel government has been torn by bickering among different factions and tribes. less than three weeks ago, their top military general was killed by some of their own fighters. it does raise questions about whether this transitional government can be
