this area rhode island massachusetts has been getting slammed. a result has been a ton of people without power. trees have come down snapped lines the polls are down and utility workers are trying to get the lights back on. there are 2707 thousand people here in the state of rhode island. about half of the state. so it's a big struggle they are expecting it to take several days to get the lights back on. one of the things that stopped the progress was the wind. because of the wind they couldn't get utility workers up in the air to address some of the higher problems and get the lights back on. a lot of people still without power. that should last for half of the week. we will be monitoring that progress tomorrow. high tied striking right about now. they are hoping that will be a flooding issue that will go back out to sea. they are not expecting the intense flooding that they were worried about that they suffered in the 1930s during the 1950s. in that sense they feel lukey. they have a big power problem coming in the coming days. >> are the folks

probably know how well massachusetts schools are doing. there are four measures for testing how schools are doing. fourth and eighth graders are tested every two years in english and math. my fourth graders came out number 1 in the nation and number one in math. my eighth graders came on number one in english andumber one and math on all four measures. for the policy of choosing great teachers, of having accountability and standards and providing incentives for people to perform, those things work in education li everything else. so congratulations on being an educator. i want to make your job easier. i did not mention school choice. we of school choice in my state. 50 charter schools. i like choice in education. i like parents being able to choose the school where they think the child will do best. i want to provide that for more of our kids. thank you. irene barted -- is headed toward rhode island and massachusetts after leaving flooding and downed trees behind in new york and new jersey. in new jersey we're just learning of two deaths, once a princeton firefighter. at least 13 people have died in five states at this hour. more than 4 million people are without power, and officials say it could be days before power is restored in some locations. one of the biggest concerns is storm surge and flooding. as much as 12 inches of rain fell in parts of new jersey causing the already saturated rivers to rise. governor chris christie expects damages to reach tens of millions. let's get the latest on irene. bill karins is still here with me, still tracking this storm. bill, what's the latest? >> we're still losing power outages. that's the next stop for irene. tropical storm, 60-mile-per-hour winds. the rainfall is starting to add up in new england, that's where it's really coming down hard. now about 4 inches of rain there. new york city had 6.8 inch officially. newark airport had almost 9 inches. the areas that didn't need it the least got i

it was 6-9 feet from southwestern connecticut to the eastern tip of massachusetts. and it came ashore right at high tide. fear of that nine-foot surge led the u.s. navy on friday to send all four nuclear-powered submarines from their home port of groton, connecticut, out to the safety of deep water. all low-lying areas of connecticut, rhode island, and massachusetts are under mandatory evacuation orders, but we notice many people riding it out, and most of the people we spoke to said they were used to gales and to the floods and are taking irene in stride. so far there, has been one fatality in connecticut, none in the rest of new england, but two dangers remain. while damages to boats and property on the front side of the storm will be significant, it's the backside of the storm that's,000 more worrisome. that backside could bring six to 10 inches of rain to places like western connecticut, western massachusetts, and vermont, and the governors here in new england are warning there could be heavy flooding yet to come. noting that historically, that backside flooding
