candy crowley coming up with "state of the union" in just a moment. how are you this holiday weekend? >> i am good because it's a holiday weekend. >> a lot of people are traveling, and we had a travel alert for people traveling abroad at least and living a broad, and we have september 11th coming up, and national security is on a lot of people's minds, and you are tapping into that? >> yes, joe lieberman and mike rogers are both guests on the program. listen, what we have heard so far is no specific and credible threat, but everybody is on alert. i think more importantly, we got the 10-year report card from the chairman of the 9/11 commission that said wait a second, there are big holes insecurity. you know what one of them is? it's the screening at airports is not reliable. i am thinking, wait a second, we went through this thing where you can see everything? well, apparently you cannot detect bombs. a lot going on in syria and libya, and both of them are qualified to talk about that as well. >> that's ashame. that's the first thing we had to take ca

republican senator jim demint told cnn's candy crowley he's tired of talk. he wants something in writing. >> we need a plan in writing. he needs to send it to us and tell us what it's going to cost so not only congress but the american people can read it, businesses can read it, but without sending something in writing, the president makes all of these grand gestures and then it doesn't appear in any legislation. he'll blame congress for not passing something he never sends over. so it's pretty clear what we need to do to improve our economy. we need to lower the risk of being in business. we need to make sure there's ample reward for creating those risks. the president has it backwards. >> the shortage of jobs prompted teamsters president jim hoffa to call for something bold from the president. >> so far what we've done hasn't worked. we're still at 9%. it's not working. we need a bold plan. we have to look at what happened with irene. we have to rebuild our roads. basically our dams, our highways, everything has to be redone. our schools. we have to start

. >> joining me now, congressman joe crowley, democrat from new york, he's a member of the house ways and means committee. congressman, can you believe that republicans are playing games with disaster relief? >> i'm shocked. reverend, i can't believe it. it's mind-boggling. it's unfortunately par for the course. we've seen the republican party once again use a deadline, in this case the continued resolution to keep government running, and in this case really in such an obnoxious way, use the issue of disaster relief, and require a pay-for for disaster relief. when halliburton was building roads, bridges and schools in afghanistan and iraq, no one asked what the cost was, but we get hit by tornadoes, but hurricanes, wildfires, and all of a sit my republican colleagues say, how are we going to pay for this? these are natural disasters. we've traditional not paid for them immediately. we just fix. we build it back. we build america back, and it really is unfortunate to use this as the linchpin here in terms of the last minute, and in fact, reverend al, it actually is a job cutter. they w

crowley, a former spokesperson for the u.s. state department. they have lost an ideological leader, but how does his death in back their ability to carry out attacks? >> he was a significant leadership figure. there were also focused on attacking the united states as the report outlined. anytime you take a leader of the playing field, it degrades their capability. he could be replaced, but to do that will take time. what made him dangerous is that he knew the united states very well. he had the ability to influence people inside the united states as with his links to the for the bombing -- fort hood bombing. >> they were very controversial in afghanistan and pakistan, but the administration seems more open about using them elsewhere. is this a standard part of u.s. counter terrorism? >> is a significant part of the strategy. what made this different is that he is an american citizen. the administration was prepared, if they have the ability to capture him, that would be a possibility. the fact that he was so elusive, on the battlefield, and clea

crowley is a state department spokesman. this is an ambassador unlike any i have seen, this is outside the box, is it not? >> for the last three months in particular, he's had extraordinary diplomacy on behalf of the united states. it is one thing for the president and the secretary to be here in washington and say that we identify with the aspirations of the syrian people. it is robert ford that brings that policy and those words to life. he's been to hamaa to visit with syrian people and express the united states concern about their welfare, he's challenged the assad regime, using social media, including twitter, and obviously today he's engaging in an important discussion with syrian opposition about the syria of the future that does not include bashar al assad. >> do you have any fears about this strategy of having the u.s. ambassador over there, so clearly on the side of the opposition to the government? >> yes, of course there is always fear of -- god willing it would never happen. but an attack like this could be harm

crowley. also with us, fran townsend. she advised president george w bush and now is a member of the external advisory boards for the cia and department of homeland security. we're out of time but thanks for coming. let me start with you first, fran. these wikileaks, we're running up to 9/11, there's a lot of talk about being on the alert, no specific threats. does anything in this worry you insofar as the immediate issue of homeland security? >> you know, candy, it's hard to assess because after all, this is such a volume of documents, i don't think anybody has been entirely through it. so it's hard to know. you worry about things like junior diplomats being denied access to information, their inability to put information in kabls that can be shared. you worry about the informants, human rights activists, the sort of people who talk to embassies around the world and expect protection, being able to be targeted for retribution. but it's too soon to really understand because of the shear volume of what's been put out there

as our chief political correspondent candy crowley reports, there's already an uproar in washington. >> reporter: the president's plan to pay for his jobs program includes the idea of a millionaire minimum tax rate. at least as high as middle class rates. the administration calls it the buffett rule for billionaire investor warren buffett. >> i have a lower tax rate, counting payroll taxes, than anybody in my office. >> reporter: it's a catchy moniker designed to help sell an idea, a plan that is populist at its core, although republicans call it something else entirely. >> when you pick one area of the economy and say we're going to tax those people because most people are not those people, that's class warfare. >> class warfare will simply divide this country more, will attack job creators, divide people and it doesn't grow the economy. >> reporter: opposition to tax rates for the wealthy on a par with middle class rates is tricky politics. it sounds completely sane and only fair. certainly when put in the hands of a master politician. >> if you look at the group that has had the b

candy crowley is chief political correspondent and anchor of state of the union which airs every sunday morning. candy, we don't know what will pass and whether it will work. politically the president addresses the nation in prime time and the polls show any real balance. has he lost the ability to inspire confidence in the american people here? >> the entire country is show-me state. they have heard for some time from the very beginning before the stimulus plan, that the stimulus plan would keep unemployment under a certain amount, grow the economy this amount. they've heard a lot of things that didn't happen, whether it was because the economy was worse than anyone thought it was, whether it was because it was the wrong remedy or not enough remedy, whatever the reason is the american people are now skeptical that washington, including president obama, can do much to change things. i think that's what's reflected in the polls. everybody wants to see it before they believe it. >> in those same polls from cnn/orc say three in ten people feel they are better off today than they were ten y

candy crowley has more. >> reporter: for the third time this year, a congressional stare down threatens a government shutdown. let me start with you, senator warner, and ask you if there is a point at which you think this is embarrassing. >> yes. it is embarrassing. >> are we there? >> can we once again inflict on the country and the american people the spectacle of a near government shutdown? i sure as heck hope not. >> reporter: the u.s. government runs out of money at the end of this week unless a temporary spending bill is passed on capitol hill. inside the house version is money to replenish the federal emergency management agency, fema, which assists disaster victims. tornadoes in joplin, hurricanes in the northeast. the remarkable thing is that basically congress can't agree on something everyone is for. funding fema. the crux of the matter is how and when to decide how to pay for it. >> the house version says that a disaster has to be dealt with. we're going to help people that have been affected by disasters, but we're going to start cutting the government in other places where
