what about the executive bran of virginia's -- branch of virginia's government? mason didn't think much about that either, but he liked jefferson, jefferson was governor, and he liked jefferson and got along pretty well with patrick henry. but they may have been the exceptions. i came across one petition that mason wrote in the fall of 1781. now, he might have been celebrating the american victory at yorktown, but it was mason's habit to, you know, celebrate excessively. and he writes this petition complaining about, um, some of the executive branch officials. he's particularly complaining about their use of the power of impressment, that they're seizing private property for the military and not paying for it even though he thinks cash is available to pay willing sellers. and he targets thomas nielsen who was governor for abusing the power of impressment. and he also attacks nielsen for acting without approval of the council of state. there's that council of state again. the virginia constitution required governor's actions to be approved by the council of state.

virginia this evening. we travel up and down i-95. at one point, we had to pull over the vehicle because the rain was coming down so hard. the high winds came through the area here in quantico. you can see the billboard along jefferson davis highway. it's leaning in danger of toppling over because of the high winds. take a look at the dramatic video of a funnel cloud over i-95 in quantico, virginia. this video was taken around 5:30 this afternoon. you can see debris swirling as the twister moves across the interstate. it has been confirmed as a tornado. i-95 was backed up around springfield to quantico in part because a large tree fell on to one of the southbound lanes. it took people an extremely long period of time to try to get home from work this evening. we found dominion crews working here at the boswell area of stafford county. high winds forced trees down on to power lines. >> i came home, i went to my driveway, the tree fell over in to the driveway. that's what caused all of the lights to go out. >

winter storm watches 2 up to maine from virginia and west virginia and that could be a real problem. locally we've got the winter storm watches from fredrick county and points east right along the pennsylvania border. loudoun has been added since this morning, northern faulk here and everybody in the park, the shenandoah, the valleys and the mountains, this going through saturday as this storm is taking shape. we've got cold air up to the north. that is filtering down. that's the supply of cold air. i know it's early in the season, it's marginally cold, but it's going to be cold enough, especially at the higher elevations to take a lot of this moisture and turn it from rain into snow. actually, that storm will redevelop off the coast and move off toward the north and the east. so right now the main precipitation types tomorrow look to be mainly snow from fredrick north and west, along the i-81 corridor and the park, rain changing to snow east of that as you head to upper montgomery county, eastern loudoun, maybe western fairfax, culpepper county, northern and central porses of faulk
