lowell melzer has the latest on that investigation. >> baltimore city police investigate a murder in the 2900 block of north calvert street in charles village. police say the body of 22-year-old brandon hudson seen in this photo in his facebook account was found on a friend by his couch. he suffered a gunshot wound to the head and had been dead to an undetermined amount of time. anthony o'donnell who lived in the building next door described the chaotic scene. >> around 11:00, just heard a lot of commotion. my wife asked me to look out the window and we heard strange sounds, possibly gunfire. i don't know what it was. his facebook and twitter accounts also touted this information. according to court records, he had no previous criminal record. however police say based on evidence, they are looking into the strong possibility that the crime is drug-related. >> right now there does not appear to be signs of forced entry. it is early in the investigation, but detectives are frustrated so we're hoping community info will be instrumental in solving this case. >> from a community standpoin

i'm lowell melzer. the story coming up. >> no snow now, while it may be cold enough this evening, there may be a few flakes here and there. we'll talk about the insta-weather plus forecast coming up. >> publicity around the sexual abuse at penn state prompted the chancellor of maryland to revisit their rules. washington called for stronger child abuse reporting laws, and maryland has taken action. maryland's board of regents voted unanimously to report in 48 hours those who witness abuse on campus. they are also required to make a written and oral report to the local police department, the local states attorney, and the local department of social services. it affects all students and staff of the 38 in the system. the chancellor said he was moved to review their system's policies to make sure the process is clear, reporting lines are established, and to take the extra step to ensure the policy is being followed. the next steps will be trained for all those with reporting responsibility so they know what
