i'm back now with rudy giuliani. rudy, we'll come to that in a moment about his position on iraq, but let's talk about president obama generally because he's clearly got his dander up now. he's into election mode. he's a very good electioneer, we know that, he's a good debater, a good talker. i've noticed a real upping of the ante in the obama camp. what are you seeing? >> i think that's absolutely right. i mean, first of all, they're facing a real difficulty. his approval rating is down to 41%. i mean, any time you're below 50, it's always a big question. that's when you take on a senator a congressman a president. he's down to 41. it drops much lower than that, it's going to really be almost disaster time for him. so i believe the white house, although they're not going to say this, is feeling -- i'm not going to call it panic, but they're feeling a certain kind of anxiety about this because their numbers don't look very good for him. so what do they have good for them? they have the presidency. they have a preside

and joining me now is former new york mayor rudy giuliani. rudy, how are you? >> how are you, piers? >> i'm very well. here we go, then. we're exactly where you were when you were 12 points ahead and dreaming of becoming the nominee and president. and then as i said we all know what happened. if you're newt gingrich, fairly ominous, i would imagine, these parallels. aren't they? >> well, being a front-runner is always ominous, right? we have seen what happened to michele bachmann, rick perry, herman cain. we saw what happened to hillary clinton when she was roughly in the same position i was in at this time four years ago, maybe even further ahead of barack obama. so being a front-runner is always perilous. but it doesn't mean you're not going to win. newt has a few advantages i didn't have. i never had a chance in iowa. so i knew i was going to lose iowa. newt can win iowa. and then really i lost in florida because i lost in new hampshire. and by that time i was out of it. so two primaries pretty much reduced my chance in florida to almost nothing. so now if n

rudy really needs to go away. it's preposterous. it's just the dumbest thing i've heard. >> ezra, you wrote about the policies and where the money is going to go to the top 1%. he likes to align himself with ronald reagan. he's talking about it a lot. first of all, who is that going to appeal to when you break out exactly where the advantage financially is going to go if we were to implement newt gingrich's idea of tax policy, would go all the way to the top 1%? would it not? >> yeah. the numbers look sort of bad for newt gingrich. of cain, perry and gingrich. if you take current policy, you assume we extend the bush tax cuts which are regressive tax cuts forever. newt gingrich would give the to 1% a $340 tax cut per year. the middle income, folks between 40% and 60% on the income distribution would get $1,000 per year. >> there's nothing there for the middle class. >> it's not paid for. i do want to say one thing. perry, cain, gingrich, all tax plans like that. mitt romney doesn't. mitt romney's plan is to extend the bush tax cuts.

fair to say on rudy guiliani. why are you hesitant to endorse or are you ready to endorse someone? >> first of all, to be clear, tea party patriots, which is the largest grassroots tea party organization in the nation, does not endorse candidates. we don't think it's good for citizen-run groups to endorse candidates. we believe they'll make decisions themselves. that is small government at its finest, so we don't endorse anybody. i think michael is correct, though, on these two candidates, on mitt and newt. they have a history that is not tea party value consistent. >> all right. a final question for you, then, mark. >> what's your biggest beef with mitt romney? >> i mean, the biggest beef is his history, first of all, of flip-flopping and second of all would be romney care. that's the number one thing. someone that stands against president obama has to look people like you in the eye, the media and their supporters and explain why obama care is so bad for the country, having modeled romney care and created the model for obama care, it's impossible to do that. >> we appreciate you

one of the men who ran against you last time, you vanquished him, rudy giuliani, he looks at the race now, he sees newt gingrich and mitt romney at top, he thinks speaker gingrich is the better candidate. let's listen. >> maybe that newt is appealing to something that mitt isn't appealing to. there's something wrong when you've will running as long as mitt has and you're at 25% and you don't go much above or below. 75% of the other republicans are telling you about him. >> rudy have a point there, senator, when you look at gingrich, romney, who do you think's the stronger general election candidate? >> john, in all due respect, as you know, i've stayed out of this and i haven't been critiquing the flavor of the month and who's up and who's down. >> i thought this might be the night to get in. >> thanks for trying, john. >> what's it like, give me this, don't pick candidates, what it's like to be in the room, it's the last debate before a big vote? >> i think they've had too many debates. i think it's now who makes a mistake rather than who articulates his or her vision for the future

but it helps the dialogue a little bit. >> you said that would he consider someone like rudy giuliani, it's a little bit different than i think speaker beginning actually said this is the person i would ask. he was much more specific. i'm sort of curious, is that a job -- is there any reason why you wouldn't accept that job? >> well, again, i think it's presumptuous to be measuring the drapes in any of the offices when you are asked to serve in a position like that. it is a high honor, and i have been very privileged to have some senior positions in the justice department and the state department. so obviously that crosses your mind. but again, i think you have got to keep your eyes on the prize here, all of us do. and the prize is the 2012 election because of the threats that the united states faces. that's something i have been talking about for quite some time. i don't think we've had an adequate debate under president obama about the national security threats we face. so those are the issues i think we need to concentrate on. the personnel decisions are quite important, obviously,
