caltrans will close the span. christie smith joins us live with the details that will be laid out today. good morning. >> reporter: good morning to you. the good news in this is that they are giving you a month notice so you can make other plans about this closure if you want to cross into the city and get into san francisco. the reason for this is they are making a slight detour, caltrans is, between the toll plaza and the incline. if you are going from san francisco to the east bay, you have nothing to worry about. the eastbound lanes will stay open presidents day weekend. the closure runs from 8:00 p.m. friday, february 17, to 5:00 a.m. tuesday t 21st. you may recall that caltrans did something similar last year for the eastbound direction, the original lanes of the bay bridge are in the path of a new bridge so that's why they have to do this. b.a.r.t. will have extended service and so will some ferries. caltrans is expected as you said to release details on the closure later this morning. one possible snag is

that would be caltrans and or amtrak. so the plan for 2012, the real work is in fact moving into finishing all design work so there will be no more design work after 2012. the construction side is about shoring up the excavation work, and we will be working through the completion of the excavation one by one. some starting at the west end and working from west to east. and we expect to finish one and two, including excavation and how that was retrieved. the terminal in 2012 will continue to be maintained and operated in the same successful way. the bus and storage facility, we will finish the design and our schedule to complete that final review in november. getting ready to bid the project out in 2013. real-estate acquisition, we will be working to complete an assembly on block 5, which is behind 201 mission to make that a single parcel. the new bus ramps, the design is we will go through the basis that we normally have for approval. the final review by october of 2012. we can put that out to bid in 2013. the transit cen

we will be continuing the design this year with caltrans, completing it. the bus storage project, jacobs has made progress on that. the plans have been revised. additional meetings with caltrans. we have met with all the city and local people. we are positioned now to go into final design. we issued a construction management rfp to bring on a construction manager to get ready, so that when we do the final construction documents, there is that input. that was in november. we got six proposals yesterday, all engineering companies. there was a revised preliminary engineering report, which included all the requirements of high-speed rail to get an agreement so we got funding from the railroad administration that included track and profile plans, revised construction cost estimate, which made very little difference to the total cost because we were able to take certain portions out that we no longer need. we also looked at a dual mode analysis report just in case dtx start work, but they have not

the issues that come up at this level are high-speed rail, called tran's -- caltrans and the future of this as well as an advocacy for programs that will come up at the regional level. also, as tim mentioned, there is the regional sustainable communities strategy. that is something that drives all of the way down to me -- to the cip level. this is relative to san francisco's interest, said these the kinds of things he decided to include in the program this year as well as bicycle and advocacy. how can we do more in the interests of san francisco as it relates to the priorities of the region going forward. this is the second year of the session, which is dominated fundamentally by the state's budget situation. i think we will not see a different tenor this year. i think our position will be primarily one of defense. as you know, included in your program last year was the authorization that we deal with the camera program. this was an active, so we will consider that our victory in the session, but as director reiskin mentioned, we are able to make the case that state bond issues are imp

caltrans reached a settlement with a former technician fired for falsifying bridge safety tests. duane wilds was fired for allegedly fabricating data. he also worked on the bay bridge. according to the "sacramento bee" under the settlement he will be unfired and then allowed to resign. this prevents him from filing a wrongful termination suit and may have spared caltrans airing dirty laundry in a public hearing. >> a move to repeal the high speed rail project is closer to the ballot. the california secretary of state giving the go ahead to start gathering signatures to get rid of the $98 billion project. the initiative dubbed the no train please act would eliminate the high speed rail authority and prevent state fundraising for the project. petitioners have until june 21gather 800,000 signatures to put it up for vote. >> a local high school basketball coach is speaking out about his decision to kick 13 varsity players off of the team. mike allen of gunderson high tells us he initially suspended a handful of varsity players for what he called bad behavior, being late to practice.

caltrans hoped the u.s. forest service or county would take it over but neither wants it. >>> well, 10 people were killed in a series of crashes in florida early this morning, several others hurt. drew levinson explains the deadly double threat that worked against everyone behind the wheel. reporter: parts of interstate 75 south of gainesville were littered with the remains of dozens of cars and trucks sunday. what was left of the trailer of this big rig was still on fire, smoke billowing to the sky. the truck behind it and the car in front were smashed up like an accordian. hours earlier in the middle of the night more than 70 vehicles ran into each other in a series of deadly multi-car crashes. dense fog combined with heavy smoke from a brushfire left drivers virtually blinded and defenseless. one woman told the local newspaper that all of a sudden she couldn't see anything and struck a guardrail. her car ended up sideways. she said that she was calling 911 and heard other crashes all around her. >> we had

although the fanned put -- the plan replaces blending operations in incorporates caltrans, it does so using essentially it will build out. rather than at lower cost version of the blended operations implemented quickly, the version promoted by high- speed rail would call for the construction of a system on the peninsula. we believe that as it is proposed for the initial operating segment with low rider ship, the plan as some might bid to attract private investment. the proposal that the tentacle working group has been developed, we think that is a way to initiate near-high-speed rail service virtually now. the elements have either been environmentally cleared or are close to be environmentally cleared. these can be concurrent with construction in the central valley. so, there is no direct threat to this plan and sequencing. it provides an early high-speed rail experience that we think is extremely useful in exposing people to the ideas and advantages of high-speed rail. it provides the best chance for high-speed funding, as there is service in high-density corridors with high riders s

caltrans, however, needs to ensure funds are obligated by april 30. to get from april -- february 1 to april 30 is already a stretch. if the departments will have a chance to save the money, the need to make their sub metals tomorrow. understand there is justified concern by the board, by the commissioners representing the district in particular. my main concern, in addition to the process issue -- when you realize this amount of money is reprogrammed, you are the policy body that decides where that money goes to. you should have choices, which you do not have today, but for the sake of saving the money, i will suggest the following. the money could be reprogrammed to the projects mentioned in the subnittal, presented by the two departments involved, and we need to have a discussion about how the second street project can be made ready, incorporating community concerns, and how we are going to make sure the funding for the project is found. some of the funds, about half of what we need to complete the second street project, could come from funds out o

caltrans says that is the key. they are going to phase this thing in, they don't want to blow it like they did on 680 a year and a half ago. a four mile stretch of road here that is going to have an express lane going to be going from dixon landing road to first street no exit on north first or zanker once this is in. the fee is 30 cents to three dollars depending on congestion. striping goes into effect today. metering lights already in. tolls don't start until february 27th. all of this because of what happened on 680, 18 months ago. up there the toll lane was introduced and it was a disaster. experts state was too much all at once for drivers. striping and tolls began the same day, metering lights came on after that. one person i spoke with today is hoping those in charge have their act together this time. >> you trust the highway plan stories get it right this time? >> i hope so. like i say, i've been waiting for it. >> reporter: really? you looking for to this? >> yes. >> reporter: how much time is it going to

coming to the next step, the working group will continue to support caltrans and its analysis. there are members of the working group that are part of the stakeholder groups to complete this work. completing the fast start feasibility study, we tend to work with local interests and high-speed rail authorities to develop an implementation plan for fast start. working to promote consensus amongst san jose, san francisco, and other peninsula interests. in summarizing, saying in as much as san francisco supports a high-speed rail, in is generally supportive of the plan developed by the authority, we think that there are areas for improvement. the current plan provides service to san francisco until 2034. there is no service to trans day. they do not have a realistic funding plan. the fast start project has a new approach to chemlawn services quickly and provide service in high riders areas and we believe it is more financially feasible. we would be happy to take any questions. supervisor wiener: thank you very much. any additional comments? >> if i may, mr. chair, to sum up -- we a
