the city needs to recommit ourselves to the values that our city was named after. st. francis believed in compassion for those who have less -- had less than others. those of us with opportunities have to give back. part of that entails taking care of the most important among us, the folks who have need, including our homeless. >> let's talk about the transportation situation in your district. you mentioned that transit could be better. how is parking and traffic? is there enough muni service now? >> you are talking to the one member of the board that does not only car. i get around my district by muni, bicycle, or hailing a cab. our transit system is truly challenge. our bosses are late one out of four times. -- our buses are late one out of a quarter times. they're still not as clean and safe as we'd like. we can do better and investing in our muni system. we need more taxicabs on the streets. is difficult to obtain a cab. i support the concept of centralized taxi dispatch systems so you know who you can call to get a cab. i am a big believer in pedestrian bicycling

from the city of san francisco, i grew up all over the city. i am here on behalf of local artists, and many that are underserved by a lot of the events that are thrown through of the city, in the sense that the local artists still have to scrounge in to be the concept of a struggling artist. the city of san francisco is known and by its creativity. imagine san francisco without creativity is like a child without creativity. this event is a great event that will help the many artists as to work with the youth guidance center. many are lacking opportunities. many are very creative and they don't have these types of opportunities with they can reach the world. i urge you to get on the good foot and really try to push forward us being able to give the youth opportunity as well as local artists. >> thank you for talking about this really important issue. i am the president of the san francisco arts democratic club. i have been living and working in the city with a lot of these folks over the years. this presents an opportunity to shine with our arts

and we have two cities that are top of our bike use. the city of gronig and the city of shola. over 50 october of of all trips daily made by bike. and for regional use of the bicycle. got some figures compared to a car. then you can see that schoolchildren use the bicycle very frequently for education. and still businessmen use the car a lot. and social recreational reasons. a reason for using the bike and shopping. we like to go shopping on our bikes. come to that later. and when it comes to gender. who's using the bicycle. i'm told that the netherlands is very typical on this. we have more women on bikes then -- than men. and the most intense users are girls from the age of 12 to 18 and that's easy to explain because i once was a girl of that age and to me, mabika was that age and to me, mabika was my ticket to freedom.

welcome to city hall, your city hall. i wanted to make sure -- i know supervisor mirkarimi is here. supervisor jane kim is also here. they are both here because i know both have a strong commitment to our youth in san francisco. i want to welcome all of you here tonight for two reasons. one, i know we are going to give some awards out for our youth leaders, but the other reason i wanted to make sure you had a good invitation to come to city hall tonight was because we have been waiting for one of you to register, wondering if you are going to run for mayor or not. there is a vacant seat for youth to lead the city. i think you can take this job and run with it. this city needs to be more kid- friendly, more youth-oriented. i think you could have a big input to make sure that what we are doing will be there for you to raise families as well. i want to congratulate all the nominees tonight. all of you who have been participating in this competition for the fellowship have been doing great work. i have been reading through some of the accomplishments that you are a part of. i got to mee

they automatically transferred to the city unless the city determines that they don't want them. that is the context of this legislation. under the proposed legislation, it would transfer housing assets to the mayor's office of housing and the non housing assets, any responsibility for the three major development projects to the director of administrative services. this would be candlestick point, some parts of mission bay and transbay. the city would be responsible to meet the obligations of these forms of redevelopment obligations and the increment financing that would have to sit on to the redevelopment agency and would be transferred to the city to pay for these obligations. under the legislation, the assumption is that there will be remaining property tax revenues to the city for general purposes once the obligations are met and the property taxes have been distributed to all of the taxing industries. at this point and time, financing information is insufficient to determine what the full impact is of resolving the redevelopment agency. for the first six months, there is a r

today we are honoring our acting city administrator amy brown who is leaving the city and county of san francisco for a new position. amy is someone who i first met almost 10 years, maybe more when i was an aide to former supervisor hall when we were working on legislation for harding park. he was the deputy city attorney. over 10 years we have worked on a number of projects together. it has always struck me, the intelligence and integrity. i knew i was always getting a tremendous work product in that every angle had been taken a look at and most importantly, it was provided in an honest manner. selfishly, i am going to miss losing a district 7 resident of such great regard. a neighbor who i have joked with, she lives so close to me when my son was a newborn. she could have heard him crying in the middle of the night. you have just been truly a remarkable public servant. you are someone who i think a lot of city employees looked up to. not just those who work with you but those who observe you because of the standard of excellence with which you serve the city. there is no question that

reserved and will will serve the city of san francisco. i am so excited to be able to work in our city, where we think there is the most innovation. our fellowship program takes start of culture and puts it inside city government. we help cities write apps, we help them understand how start- ups were, we use the lean start a methodology, and we helped change the culture within city government. what we are doing now, enabled by s.f. citi, are some new platforms. so many people applied to be part of code for america. it if you have ever wondered whether the tech industry cares about government, i can tell you i see it every day. we had 525 people apply for 25 slots. and that is applying for the opportunity to work for a small stipend, move here, and work under challenging conditions. beyond that, there are hundreds of thousands of people who want to do this in their spare time. we are building a platform that would allow the city of san francisco to put out its needs and have people code on projects to make apps for citizens. that is, the co

this option, we think the city would be the clear loser in this outcome. thank you. >> i am a program manager. on behalf of the organizations, i want to express our support of the 8 washington project, not only for the waterfront but for the entire city. they have extensive review it and appreciate how the changes to the design over the years have improved the project. we would ask you first to consider how well the eight washington project conforms to the plan, the city is a guiding land use document from the 1990's. this plan itself was the subject of public hearings and input. a couple of years ago, following objections, the planning department conducted yet another study that supports the basic design principles of this project. this site has most likely been analyzed, reviewed, and been the subject of more public hearings than any other in the city history. on the question of the proposed amendment for the zoning height, we are puzzled at why these should be controversial, given the location. the washington project would still only be a small fraction

at its best, san francisco is a city for everyone. we are a city for the 100%. [applause] we will only realize our true promise and potential when we serve the needs and aspirations of each and every one. i will tell you one of the ways that we can do that. we need to create a permanent source of revenue. for funding of production and housing in san francisco. creating a space that is livable for everyone at every end of the spectrum. but just low-income housing, but working-class housing. we must never let up on our efforts to fight homelessness, move people off of the streets and into supportive housing. we must continue to embrace innovative approaches to help families and individuals find permanent homes. so, this week that will direct the mayor's office of housing to convene a broad working group of housing advocates, city officials, developers, and community leaders to develop a measure that we can place on the november ballot to create a permanent housing trust fund. san francisco must remain a place. you drive around this city, cities large and small. and on a muni bus that goes on time, dianne feinstein, you will enjoy third streetlight rail. dianne feinstein, willie brown, nancy pelosi, i can go on and on and on. it's an steroid list of accomplishments. you know everything she has done in the senate, but i want to just thank senator feinstein for all of the work she did to make this city better and i say this all the time. in baseball like, unlike politics, you get credit for saves. politics you don't often get credit for saves. the work she did to save this city from cuts, the work she did to fight for this city are extraordinary as well and that goes on an accomplishment list. i don't have time for that. i want to just close with this. my wife just finished a film called "misrepresentation." this is not an argument in favor of that film. we're 92nd in the world in legislative positions. in cuban they have woman more in legislative positions, in iraq, afghanistan, and china, an interesting fact. think about dianne feinstein. fir

[applause] my number one commitment to this incredible city was -- by the way, it is my city by choice. i know mario of you are proud for being born here, but i tell people i am an american by choice, and there is something to be said about that. and i am a san franciscan by choice. my wife and i love the city like no other. i have great memories of los angeles, will always be a part of the scene and city, but this is our home, this is where we are going to be. my number one commitment to make this city safe, that i would venture to work every day to reduce violent clark -- cries by aggressively prosecuting those accused of the most heinous crimes. murder, rape, and others. violence in civilizations are both in conflict. i will not tolerate a justice system that moves too slowly or not at all when someone dangerous is before us. since taking the helm in january, after someone that i have a great deal of respect for, tremendous work for their office, who has struggled for many years, without any technology, and with a tremendous amount of internal problems, i wanted to make sure that i

the way the city colleges fund is through the state home. they get money back for their students, and we had a revenue- sharing agreement with them. the revenue that we got as we had several academy class is was significant. that was money that the general fund did not need to provide. the fact that we got money from city college meant that we go to the budget for that training costs. we're going to have to look to the general fund to augment and to supplement the budget that we currently have. that will be a big challenge and a big expense. finally, i think there are probably more challenges, but on the radar this year right now is america's cup. the first race begins in august. the chief is working very closely with the mayor's office of economic development and is working closely with the event organizers to come up with a staffing plan along with of words of 30 other law enforcement entities from the coast guard, the fbi, who knows who else. it is a huge undertaking. they anticipate the need for approximately 120 officers to provide secu

and i do not think the city really benefits. we make short-term economic benefit from this project if it goes ahead, but i think the destruction of this successful in the central recreational facility is really not worth that kind of exchange. thank you. president chiu: thank you. our next presentation will be from our former city attorney. >> good afternoon, supervisors. i am malize. i am here today to speak against the 8 washington street project for a number of reasons. first of all, and i think, president to -- president chiu, your remarks in your opening remarks about this would be a change on the waterfront, and for years, those who live in san francisco have found it to be gospel, if you will, that the waterfront be open and accessible. this project does not do it. moreover, there are others waiting in the wings to follow suit. i can point out that i think it is against the public trust doctrine, and you will hear other issues, as well, on the shading of parks, but the point i would like to make is that there is such hypo

i cannot think of a citizen who has done more for the city and has the city as his highest priority on most everything he has done. i have personally been involved in, cheered bond issues for parks. i have been involved in school bond issues, cultural bond issues. in many, many charities. i can tell you, from my personal standpoint that every time i have made a request to support something that is good for the city, he has never turned it down. he is one of those unique human beings who just simply cares deeply about the city. i want to pass on a personal incident that i not find a highlighted that. this is about 14 years ago, my wife and i were walking on west marin bijan we ran into warren and chris helman, and we set down on the sand dune and talked about how lucky we were to be in part of this country -- in this part of the country. warren lived at his watch and said i have to go, and i asked why, how could he leave paradise on a saturday afternoon, and he said i am giving a talk to a community group about san francisco, and i have to be there by 6:00. and i thought, who else on a

because ♪ at city hall it gets so silly, y'all right here at city hall, it gets so silly ♪ i am telling you, because i have been up in it. we will have a community meeting with our supervisors at the northern police station friday. thank you. president chiu: thank you. next speaker. >> thank you, president tchiu ad members of the board. my name is david carey. there have been discussions about the san francisco elections about the final round. but the success and legitimacy of an election is not just based on how it handles the final two candidates, but on how it handles the entire contest. having some kind of majority in the final round is a questionable value if the best candidate does not make it to the final round, or you cannot demonstrate that happens. a plurality creates a wasted vote, which were not allowed to help determine the winner. it prevents keep voters from fully participating in the election of representatives. plurality primaries have and will again regularly created more wasted votes, or past san francisco elections have exhausted voters. you cannot reschedule the pri

in terms of what the city can do, the city can assist facilities in obtaining those trainings, and the city can certainly ramp up monitoring to ensure that cultural, take care is being administered. i hope that answers the question. supervisor wiener: and working together to move that ford, absolutely. -- to move that forward, absolutely. >> i will be very brief. i have a couple of paragraphs about our training program. we have a contract with the city and county to deliver the competency programs. it's a small contract, but it has helped us with training other city contractors. we have trained since 2004 about 1800 individuals from about 170 separate agencies in san francisco, to help them create safe and welcoming environments for the lgbt seniors that currently serve and to the lgbt seniors that they should be serving the seniors are reluctant to seek out those services. we have a very small competency training program, the product of many years of work to cooperate on putting together a good training program, which is enormously effective, but the demand for the services and the de

the city said, we've already had a vote, the city council voted to go ahead and proceed with it. whether or not it pencils out that's going to be the real issue. also, if santa clara decides to take it to court, what's their option? what it looks like is more delays for a stadium, more time spent in candlestick, which is, as we've mentioned, was dedicated by richard nixon in 1960, and he was only the vice president then, that's how old this is. >> it has been, seems to me, some denial among san franciscans, 49ers fans, this team would never leave and go to this other county to the south. as mentioned, the vote was more than 60%. two years ago, a year and a half ago. they have $800 million in financing from people like goldman sachs. this isn't the back of the envelope, they've got the money. they're talking about doing work on the site in the next few months. shovels in the ground. this is pretty far along. is there any proposal in san francisco at all, or i mean -- >> the obvious choices, there are. i think santa clara has to die before that even starts and that starts from grou
