on february 16, fema is coming out to roll out their national recovery plan and so they are doing it in san francisco, here in city hall. the mayor is going to be giving the opening remarks that day and in fact i had the opportunity to go to harvard in december and go through the national preparedness leadership institute, which was this fabulous program, and all of the instructors from around the country are saying that san francisco is the lead, that we are the model that should be followed in other places. so fema will be looking to us for direction and i think that it's a way for us to highlight all the great work we've been doing and continue to do. just on a very last note, we will be doing all the 1906 earthquake remembrances that we do every year, so i hope you will join us at lata's fountain at 5:42 a.m., or whatever time it is, some god awful early morning but it's a lot of fun and we will be doing community events during april. april's a big month for us so look forward to getting messages from us and i hope you can join us. thank you. next on the agenda, i believe, is rob

you hear fema talking about community-based recovery. you see the fire and police people with all the training. you know, none of this existed back then. so a lot of things have changed. technology. i mean, think about it. here we are, we go to an event and everybody says, turn your cell phone on to silent. then we do that. then we do our email and everything. you know, they gave me a cell phone in 1989 when they gave me the orange vest that said incident commander. and by the way, at that time probably two weeks before the earthquake i wouldn't have known an incident commander from commander cody in the lost planet airman. that's a reference if you're a certain age. but in any case, they gave me the cell phone. remember what a cell phone was like in 1989? it was a sear's die-hard battery. you have to carry this around, charlie. i was like, oh, yeah. ok. it was pretty cool. i tried it a couple times. after about a day of that my shoulders were hurting and everything. i said, this is a repetitive stress injury waiting to happen. so i kind

these are officers funded by a fema tsa grant. their primary duty is they target the most problematic lines. they work in plain clothes, and they work a variety of not only decoy operations, robert operations, but they also conduct investigations regarding incidents that occur on muni. one thing i did not include in my slide because it is information that i just got, that i am incredibly proud of is that in 2011, this team of officers were assigned 130 cases. of those, they sold 127 -- they solve the 127. of those, 120 were solved via a rest -- arrest. that was collaborative between the group of officers and the mta partnership we have. our onboard camera system is working tremendously to assist us in bringing people to justice that commit crime on muni. i am very proud of the results and things they have been doing. they start work at 11:00 in the morning and end at 9:00 at night. they are certainly available and have worked and the hours i have asked them to work. it is a great benefit not only to the police department but to th
