our priorities for the next two years include hetch hetchy protection. if you have been reading the newspapers, you hear questions abound compliance and there is work to make sure we're able to respond to this questions as they come up. the sewer system improvement program -- there are things that need to get approved by you and the board of supervisors we will be working with. the issues and licensing -- a lot of pac -- a lot of activity is happening with the future of ocean beach and our infrastructure that we have been spending time with the coastal commission and other decision making bodies to do that work and we have a priority are on making movement with regard to the local ground water activities, whether it's recycled water or local groundwater in the system. communications accomplishments -- as we were putting the presentation together, i was struck by how much time we spent on crisis management whether it is around saving granny the tree or things that happen with pipelines exploding, we have an amazing team of 20 plus communications staff tha

hetch hetchy is one we have been working closely with. the program director is working on the quarterly report. just be responsive to her needs. we hired a project manager to work with the fire department and the cbd as well. the last major project is 525 golden gate. some of the major accomplishments we are proud of is we're working on contract initiative says we identify it on slides 20. we identified contracts worth a total of $827 million. 32 professional service contract for $94 million and we are rolling out our online invoicing system to about 620 users. the other thing we are working on is the middle of your proposals and what you can do a mind to produce the paper and make it more efficient and make a level playing field. the other major accomplishment this we have been working with juliet to focus on the minor tender preparedness program. apprentice training and other programs. we have been looking for ways to promote community benefits and the way we conduct business in infrastructure. that was a quick overview. any questions?

we will do the same for whatever questions you had today for hetch hetchy water bureau. >> one question i had at the last meeting was the facilities renewal program. i was able, and staff helped me to look at some of the facilities that were subject to that plan, and i concluded from that that first of all, there is not, in the current version of that plan, anything that could be construed as gold plating. i think that there is a real range of need. that there are some facilities that are most notably in pretty bad shape. the same facilities had three very new buildings that improved shop conditions out there. my take away is that that is all work that needs to happen. but that there is a lot of discretion as to how we spend that time. as long as we address those issues in a timely way, nothing forces us to do it. if we need relief, we can take relief in that year and it can be already funded and they will be all ready to continue with improvements. from my perspective, it was good. the emphasis on the shop and the needs that are being addressed our real needs. >> any other comments? >>

on the regular agenda, the public hearing on hetch hetchy -- first of all, it was noticed for 1:30, so we cannot proceed before then. also, later in the agenda, we have a workshop on the budget for next year and a suggested rate policy. it would make sense to have that discussion first. my intent would be to move that took after that. in order to accommodate that, i will call the budget workshop item no later than 3:00, to make sure that we are all here for that discussion. we also have two items from mr. chang, and i would give him a choice. i do not want to have to have him necessarily stick around to the end of the meeting. depending on what he would like to do on that, we could consider both items 10 and then item 13 at the beginning of the regular calendar. so we are kind of shuffling as we go, but i think that should probably get the job done. other commission business? actually, we have -- let's see, now. is michael hennessey here? >> he is en route. commissioner moran: do we have any other other commission business. we do not. let's pass that item and then come back to that. >>

i did not know we named it the hetch hetchy program said that it is more consistent and because the department of the environment has a home improvement program -- [inaudible] on the staffing plan, i appreciate the updated slide and to it gets closer. i still have not fully reconciled the projected staffing level with the overall budget at the chart on page 3 which suggests 382 positions. if there is a way to throw up to all positions, whether they are direct or support so it all adds up. i would note in the last several years we consolidated and they used to be separate and all got merged. all kinds of new things -- i do think they should have some flexibility to move things around. if there are positions that are not going to be filled and just sitting there as budget numbers, those positions ought to be axed. there is a tension there but staff can work through that. finally on local 21 and contracting out as opposed to in house, where there is specialized peak workload, i support using other resources to make that happened to the extent there is an ongoing need -- to make that happen to the
