president chiu: supervisor wiener. supervisor wiener: i am proud to be sponsoring this legislation partnering with our district attorney. thank you for cosponsoring. with realignment coming, we may have some significant challenges in our jails. what we do have is some spare capacity in our jails now, given the transfer of prisoners, we will have certain crimes that would exempt people and we will send them to county jail. we're at risk creating overcrowding and overwhelming our jail budget. this ordinance will convene a sentencing commission that will exist only for three years without a permanent commission. it will do its work and then sunset. it will involve the various stakeholders in the justice system. to come up with sentencing guidelines so we are being smart in the way that we sentence people. people who need to spend time incarcerated spend that time the people who do not need to spend time do not spend time or do not spend as much time. so we do not overwhelm our jail population. sheriff mirkarimi had expres

supervisor wiener: thank you. i have two remaining speaker cards, chris and barbara. >> we have a very small dpa that we are charged with. supervisor mar: what is that? >> a dog play area. it is slightly over 10,000 square feet, the minimum. so we have a real issue with individuals being able to enjoy the park, and what happens is is so small, as many are -- there are others, mckinley, st. mary's, there are other small dog parks, when even a group of seven or eight comes in, and another group of five or six comes in, and then another group, and you get these large groups. even the, there is dogs doing their business all over, and they cannot track that. we are charged with keeping them clean. recreation and park does zero maintenance. zero minutes. i am sure this is true that other dog play areas. so we have to deal directly with the problems of irresponsible dog walkers. dog owners, as well, but the problems, we have been waiting for this legislation because the people in our group have really felt the impact of

supervisor mar: the sponsor is supervisor wiener. supervisor wiener: what the committee adopted. additionally, on a proposed that the maximum number of dogs that a commercial dog walker could walk would be seven, which was a compromise between those at the keating six and those advocating a to. the small business commission had recommended that the number be increased to eight plus the dog walkers personal blog. this committee accepted that recommendation and made a corresponding amendment at the last hearing. so today, first, just to step back once again, commercial dog walkers provide a critical service to san franciscans. approximately one-third of households and san francisco have one or more dogs. for many people, if they do not have access to commercial dog walker, it makes it impossible or next to impossible to be a good dog odor or guardian, said this is an industry that we want to succeed. we want to cultivate it. it is important to have high- quality, professional dog walking services. we also, of course, want to make sure that we have standards around it. a significant

i'm supportive of supervisor wiener's leadership on this. i didn't realize how much work he put in on this issue, as we had two full hearings at the land use committee. but also the small business commission and i see the thoughtfulness that went into the recommendations that were considered. i'm glad you have worked on the dog licensing issue because the director of the animal welfare and control was here earlier and you've worked out kind of with the dog pack and the other groups, there she is behind me, a lot of the issues. i'm not supportive of the amendment by supervisor avalos but i understand the logic but i realize that you're juggling a whole bunch of different things. it's a good piece of legislation and now infinity is the number that dog walkers can use, i think it's a good regulation that balances the need of the small businesses but also public safety and environmental health and the welfare of the dogs and the families that the dogs come from as well. i'm supportive of supervisor wiener's legislation as amended by supervisor c

supervisor wiener: thank you. supervisor mar: supervisor cohen? supervisor cohen: what is sf dog? >> we are a group. :o -- supervisor cohen: this may be silly, but what did we do before we had dog walkers? >> perhaps they were left outside. this is not the way to approach this. as a result, when we have now is a much more organic understanding and better understanding of dog behavior and the importance of exercise and socialization for dogs, for them to be better behaved and everything else, so the well exercised a dog is a well behaved dog, and everybody says that, but it is true, and a well socialized dog is a good dog. supervisor cohen: i also hear them saying that about children, if they go to preschool. >> a lot of people like in dogs to about a two-year-old or three-year-old. supervisor cohen: thank you. supervisor mar: often, people are repeating that there are more dogs than children in san francisco and that sometimes they are treated better than children, especially those from lower income neighborhoods.

supervisor wiener: thank you. next speaker. >> i am on the board of castro community on patrol. i am resident of the castro 12 years and have been a resident of san francisco. some of the people -- i am. ver of the legislation. i want to point out as one gentleman mentioned earlier, there is something to the effect of johnny-come-latelies who are coming -- pushing these ideas. i want to reiterate the comments my colleague made about the number of instances that have occurred in such a short time within 500 feet of the plaza. and all between -- in late night hours were people would expect a certain level of peace. also have to comment i take that corridor between diamond street and market and the muni stationed at least daily. it is interesting. not only do the two clauses accumulate trash a special midnight, that spread tends to go up the street on market between collingwood and diamond. that area does not seem to get as much attention from dpw. it literally looks like a landfill. it is important to remember that

supervisor wiener: thank you. >> i did not write that. my name is jennifer, and the director of the coalition on homelessness. i wish i could say i was happy to be here today, but i am really not. i am deeply saddened to go down the same a very tired, very difficult and very hurtful road. we have a huge crisis around homelessness and we have had it for three decades. during that time, since localities haven't been able to address it in a substantive way, how they are resorting to these kinds of things. there are hundreds of laws and dozens that are being applied against thomas people today. they are being applied against homeless people on streets and on sidewalks, in plazas, like jane warner plaza. like u.n. plaza. the impact on homeless people has been devastating. at a time this kind of legislation moves forward, it stirs up anti-homeless sentiment. it opens up a discourse that separates folks that are too poor to afford a place to live from every other member of society. have it increases hate crime. we have t

supervisor wiener and his staff for taking on this issue. i know that it's been a great deal of work and there has been a great deal of discussion and feedback that has been presented on this item and i am happy to be a supporter of this legislation. i think that it's something that the city and county of san francisco should do and i also want to thank all the staff that have been working on this issue and providing feedback on how to strike the right balance between the needs of dog owners and at the same time some of the business concerns that dog walkers have. i know that one of the big questions has been on the number of dogs that should be allowed to be walked and as someone who has a dog myself, i know that you want to make sure that it's the right number so that it's not too many but at the same time you want to recognize that you're talking about a business that's being run and so you want to strike the right balance and find that right number. i don't know exactly what that number should be, to be honest. but i think that what we h
