here, as you know for ocean beach, much of ocean beaches the backyard of the sunset district. for many of my residence, you cross the street and there you are it ocean beach. for us, what have bishop -- happens at ocean beach is very much a part of what happens to our own homes and neighborhoods. my interest first started to get peeved because of all the issues we had here. not only the erosion issues, but if you drive along the highway, the road closures that happens, among other things. as a city leader, one of the things we started to recognize is that the real erosion issues were starting to threaten a things like our server infrastructure, among other critical pieces of san francisco's in for a stretcher. so it became pressing for us to pull together a collaboration of individuals to be here. i wanted to speak about how thrilled i am that is a master plan has been completed. we have a long and a vicious road ahead of us for many of the improvements that are envisioned in the plan to go forward. without everybody who is here, we would be missing key components to make this

i became an instructor out of south beach. i bought my boat and put it at south beach. i lost myself -- san francisco chronicle column writing from my boat. it is the center of and my principal choice for recreation. i do not do a lot of other things than boating. the majority of voters that i know that are retired or on a fixed income, i afford my boat by having a partnership with other individuals. we pay extra taxes to the city for not only the proprietary interest, but the slip, and we also fund the california boating waterways through extra fees. we also pay to support local businesses through the amount of time that we spend it down in the area. second, boating is a regional activity itself. at least half of our members come from outside a san francisco. in terms of the racing, it is three-quarters of the people coming from outside san francisco. as far as parking, loading generally requires and year, what -- boating generally requires the year -- the year -- gear. our policy, and that of the city is to increase access for individuals to get out on the bay. a heal

the beach shelley project -- beach chalet project is critical. we have renovated six other places across the city. the sites are focused on the southern and eastern edges of the city. we have a service gap in the northern side of the city. each of these has synthetic turf and the light, and has significantly increase the hours of play available, which has positively transformed the neighborhoods and public spaces in which that are located. health and environmental concerns were raised about each of those sites around turf. we convened a task force. we reviewed the evidence, and found no significant risk. we adopted a number of recommendations to try to reduce any unknown risk, and that includes purchasing standards. city planning has rid viewed the data and studies, and found nothing to contradict those original conclusions. the shelling was -- beach chalet was chosen for several reasons. it fills a gap on the northern side of the city, and the master plan calls for the renovation and activation of this site. the goal of the area plan for the wes

that is restoring beach l.a. with good grass, good drainage, and gopher controls and renovating more lighting. this would create more play hours. the irs does consider simply moving the project to west sunset entirely. interesting, the final eir starts -- states the west sunset alternative attaints most of the project's objectives, avoids the significant impact of the projects and it is feasible under ceqa if an alternative achieves the objectives, is feasible, and avoids the impact, ceqa requires the city to adopt the alternative. the eir is inadequate because it fails to adopt this feasible alternative that reduces projected impact while providing the play hours. the er is inadequate because it fails to acknowledge that the project is inconsistent with the general plan. the san francisco general plan, the master plan states the park -- the western end of golden gate park should be simply be treated as it would lander forest. the golden gate master plan states that additional lighting is not intended to increase

south beach marina, south beach harborage area is a beautiful part of san francisco. the harbor itself is a full- service marina consisting of 700 slips, concrete talks, recreational and commercial guest talks, at the pier for the shed, maritime center, and south beach park. i think you know where it is located between pier 40 and it at&t ballpark near the embarcadero. the bay area's premier destination arena. there are 700 slips, home to the south beach and yacht calleclub. south beach is also home to the bay area association of disabled and sailors. it is an all volunteer volunteer organization providing assistance to all sailors and families and those interested in the bay area. baads is a wonderful program. the redevelopment commission who had authority over this can talk about the transition, have supported free berthing to that. we fully support that practice. south beach harbor was built in 1986 by the san francisco redevelopment agency, leased from the port. it was financed through $24 million in revenue bonds, $8 million in california department of boating an

even though the beach -- even though the beach chalet project is not in my district, i feel a lot of ownership over what happens in that area. a lot of residents in the area would be important. -- would be impacted. west sunset is in my district. on both sides, we had many residents who were not for the project, and also who supported the project. for me, it came down to whether or not i thought the environmental document was adequate and complete. on all the points mentioned by the appellants, i think the eir was an adequate document, and a complete one. i think the document did analyze lighting. it would impact a historic resource. that was something the document did recognize. for an eir to be complete, it does not have to find no historic impact, but that it identifies what it was. they talk about health impacts in detail. we also discussed at the coastal commission action is a separate action. we did recognize it is a project in the coastal zone. on the biggest point that was raised, there was a notion that it failed to consider the hybrid model. with that issue, i simply do not
