on the underlying item, supervisor kim. supervisor kim: i did ask for a continuance on this item two weeks ago. i appreciate the time the board granted me. we discussed the letter licence in the south of market neighborhood. i wanted to have a discussion with them in terms of how they would have a liquor, beer, and wine license. and they serve all ages. they provided me their security plan and the layout of where they will be selling their beer and wine and also in the liquor license you will see that they cannot sell beer in singles and a number of other things that will insure that the area can be family friendly environment. we did some outreach into the committee and we have positive feedback. target has done a number of community outreach meetings as well with the community to ensure they are able to provide a safe shopping and are meant that serves beer and wine but can do that in a way that respects the neighborhood and community saar will be supporting this today. thank you. -- so i will be supporting this today. th

supervisor kim: when was the hotel opened? >> the hotel actually opened in august of 2011. >> -- supervisor kim: why is this coming to us in july of 2012 as opposed to last year? >> when we brought this before you, it was 45-year set of hotels that $82 million that expired june 15, -- june 30, 2015. when we first contemplated this, we were within the overall authority of the prior modification and we wanted to make sure we have all of the details of what was going on with the hotel before we brought back to clean up the resolution. we were still within that term and dollar -- not to exceed dollar amount of the prior resolution. that is when we went through and decided we needed to clean up all the avenues. as you can imagine, managing a contract with 16 different hotels, 16 different budgets, many shifts around in the hotel budget. at the end of the year, we have some hotels that run over budget and some run under budget and we are shifting things around. we were mindful to stay within the overall for the board had granted as

supervisor kim? supervisor kim: i was also happy to hear that we were finally able to put in place some of the work you have been doing to update the technology and that it has been coming through savings from over the past several years. because it is a large dollar amount. it is great to see the planning come into place this year. my questions were similar to what we have been asking other departments, which is -- first, professional services. how much does your department currently spent on professional services? what services do usually contract out for? >> we spend very, very little. my guess is probably less than 5%. the only kind of services to contract out for is we have a software vendor license. trying to think what other services to contract out. >> kimberly -- chief administrative officer. predominately it is i.t. so we contract out for our software vendor for it the easy access system. we also contract out for our recorder system called adpak. those of the two major services contracts. s

supervisor kim: do you have a deadline? an entire fiscal year has passed and i was promised this would happen. >> i will check with the clerk and see if we have established a firm debris we want to make sure we do it in partnership with the clerk and all the board members are comfortable with that date for the conversion. based on our conversation, they are very excited about the new office 365 coming out in august for us. soon after august as possible, we will get you on the new system. supervisor kim: why did we not pick a gmail or cloud-based system? why is it we did not move to a system like that? >> the subcommittees' went through a least a year of discussion and analysis with various e-mail systems. willits that the newer version of lotus and it was the recommendation of the city that we go with exchange. we have 70 e-mail systems that we support. wanted -- wanted to implement something that would get accepted widely by the city and jameel was discussed but we looked at the project and we thought we could overcome the

supervisor kim: thank you. item number 1. >> charter amendment to amend the charter of thisqcity and county of san francisco by adding a section 16.110 to create a san francisco housing trust fund by setting aside general fund revenues beginning in fiscal year 2013-2014 and ending in fiscal year 2042-2043 to create, acquire, and ribble it affordable housing and promote affordable homeownership programs in the city. and lower and stabilize the backs of affordable housing regulatory imposition of a private residence projects and to authorize the development of up to 30,000 affordable rental units in the city under article 34 of the california constitution. supervisor kim: thank you. we spoke about this. are there any comments about this item? supervisor campos: thank you, madam chair. i want to once again thanks staff for all the work that has gone into thiss#?o matter. i thought that we had a very substantive and very constructive discussion at the last rules committee meeting. and i just wanted to follow up on

supervisor elsbernd: supervisor kim? supervisor kim: i appreciated you spell that out for us. did you give public notice to everyone within 500 feet of the building? >> yes, we did. supervisor kim: when was that done? >> i was not involved, but i spoke with the licensing rep. assured me posting had been done. -- she assured me the posting had been done. she had the affidavit of mailing. the only thing she was not lacking was the pcn determination. it was done sometime in 2011. supervisor kim: to get a better sense of the time line, you initiated the transfer in august of last year? >> if you like, i can go get it. there was quite a bit of consternation in the community and press. i believe louis april-may of 2011. sometime after that, there was the issue of keeping it closed too long and losing your non- conforming status. it was thought the owner would put -- find a liquor license, put it back on the premise sought least have a license intact on the premise and then work out a deal with alex and mike. that went on through the fall. that was still going on as late as april and

supervisor chu: supervisor kim? supervisor kim: our office also has some questions we ask the permits as well. one was on how much your department currently spends on professional services. i know that you usually meet or exceed what you itemize for that line item. >> i'm not sure i understand question. supervisor kim: what do you currently spend of professional services? two vendors? supervisor kim: external, nonprofit, legal, anything you are contracting out for your department? >> about $250,000. mainly they relate to support services, lexus nexus, messengers, legal support services, and the like. of course, there are times when we contract with outside counsel. some of that we paid directly out of our office. sometimes it comes out of other city department budgets. mostly it relates to legal support services and outside counsel. supervisor kim: it would be great to have a breakdown. they all sound alike were these services, but it would be helpful to get a sense of them, and we like to look a cost effectiveness.

supervisor kim: i do. i do have a motion that would amend the planning code, that would put in an annual monitoring report that will allow the city to monitor this issue. i have not had time to speak to the author of the legislation on it. i do have 11 copies for colleagues to look at. it does send this item back to the planning commission and for that reason, i thought it might be better to continue this issue rather than send it back to planning. supervisor wiener: i have not seen any proposed amendment. i have been hearing rumors of amendment. i have not seen any. this has been back and forth to planning several times. i do not support sending this back to the planning commission again. if anyone wants to do drilling legislation around monitoring, that is appropriate. in terms of the monitoring, i do not agree that is something that needs to happen so quickly that it needs to go back to the planning commission i think for the third time. i do have a concern about sending it back. to planning. supervisor

with that, i will support supervisor kim's motion. supervisor olague: i will support supervisor kim's motion also. september 10 is right after the august break. i am not convinced there will be a lot of time for the things that need to happen. supervisor kim: i am happy to amend the motion to september 24. supervisor wiener: without objection, the man is amended. supervisor kim: i think the process is incredibly important, especially in a neighborhood that is already saturated with a group license, and there are a number of things i will consider as we move forward as the type of businesses that are intended to be as part of the neighborhood. just for a little bit of context, and any census tract it is suggested there are only seven alcohol-serving but years, but there are 33 here. i think there are a number of questions that i will have certainly in terms of what the clientele and security plan and the type of business you plan to move forward, just so you also know in terms of the area, this part of the city has more than doubled th

supervisor kim: i do. i am not sure if i would direct this to you, but i did a little bit of research on an vitiated address for the transfer, which is the dear mom fabar and the 09 of beard and mustaches. we called abc, and the current liquor license on file at that address is 47 not of 48. come home the agenda item before us says this is a resolution to terminate the premises transfer of a type 48 until general public premises liquor license. can we transfer oa license w thc will have to address to you. the information we gathered is it was a promise to promise, type 48. -- premise to premise. clarification would have to come from abc. supervisor kim: there is no one from abc at this meeting. that is what we learned when we contacted abc is that they owned a 47 license. in that case, what would happen in the situation that has the wrong license number on it? >> again, that would be with abc because that belongs to them. they would make the ultimate decision. transfer a license that does not exist? superv

supervisor elsbernd: supervisor kim? supervisor kim: i was going to ask the we continue the item. i do not think there. outreach was done. -- i do not think community outreach was done. normally when we get liquor license transfers in neighborhoods -- i understand this is for the public necessity and convenience of the city. with any neighborhood bar, they always do outreach in the neighborhood and community. i usually get letters of support from neighbors that we do not know, folks that live in the neighborhood in terms of the hour each plan and what the actual business plan is. i have not gotten a firm sense of that in this hearing either. no sense of what security will look like. no sense of how they will make sure the neighborhood is safer, issues of lighting, floor plans. these are things are a regular -- i regularly ask and and provided with an offense of the hearing. none of those things are things i saw today. i think a lot has not occurred. this is not an issue of whether the owners have to be lgbt or not. i am not quite sure why that is to continually came up from those
