there was an election in 1919 in which thompson was up for reelection. people like the newspaper publishers thought he is not going to be reelected. he is a clown. he is a corrupt person but of course he won largely because of african-american votes, german votes and irish votes. the headline was chicago blacks reelect there may. it did create a lot of tension in the city between whites and blacks because he was perceived rightly or wrongly as a true friend of the black community. he was to western extent. he talked a better game than he delivered by allege progressive people were not registering good records on racial issues where as this corrupt machine politician was regarded -- a lot of politicians in the so-called black belt, sins like ththings called him the second -- second lincoln. he was regarded as a hero. there was justification for that because no one was giving black voters representation in city government. he could become quite eloquent. he called the people in the black belt his brothers and they said the same thing back at him. there was

as kron 4's kate thompson reports, 16 cell sites have been turned off. she is live in oakland. >> reporter: here at oakland headquarters, officials say in the past couple of days they have seen an improvement in the radio service but when it comes to solving all the problems they are not out of the awards yet. >> reporter: at&t's towers are the culprit. the signal was turned off on 16 towers and many more may need to be shut down. >> it is interfering with us. when the officers get within the cell sites they start experiencing problems. >> reporter: oakland isn't the only city. at&t also shut down signals that were interfering in new york and new jersey. oakland spent $18 million on the system that is a-year-old. >> reporter: [ inaudible question ] >> i can't comment on that. all i know is we began -- i began the investigation on the second and we have been working to identify the problems. >> reporter: while the city pinpointed the signal as the major problem the investigation continues into other issues that are plaguing the system like the failure at

kron 4's kate thompson reports, emergency crews were quick to get it under control. >> reporter: the fire lasted 10 minutes but there were several flair ups after the fire, you can see the flames here. this is the fumes of the fire. the refinery saying this is normal. the unit was immediately evacuated around 2:00 p.m. this afternoon. no one was injured. there were 90 workers here who are trained as volunteer firefighters. they quickly put the fire out, pouring water on the fire. there was a health advisory issued for a short time but that was lifted. contra costa county hazmat was also out here. there is still a lot to figure out as far as damage and whether or not this was slow production. >> too early to say what the impact will be. we will assess the damage and correct it as quickly as we can and we will investigate the cause of the fire. >> reporter: unlike the chevron refinery fire this didn't trigger the community alert system, this fire only a level two. this fire so quickly knocked out, it was taken down to a level one. kate thompson, kron 4 news. >>> you will likely remembe

kate thompson is live in san jose tonight at the safeway supermarket where police are still investigating. >> reporter: a man in his 20s died in the safeway behind me. we are at the mount pleasant shopping center in san jose. let's go to the video from earlier in the evening. the victim suffered from at least one stab wound. paramedics were called to the scene at 8:40. when they arrived, they had gotten a call that there was a man convulsing in one of the isles, he later died on the scene. they don't know whether the man was stabbed inside the supermarket or wandered into the supermarket after he was stabbeded. police are not saying -- stabbed, police are note saying whether or not this is gang-related. a towm years ago -- a couple years ago, san jose was voted one of the safest cities in america. and i went on a ried along with the metro -- ridealong with the metro unit tonight. >> is it the most violent you've seen it >> yeah, it's getting there. it's pretty regular. >> reporter: sergeant steve and the 12 men who work with him deal with gang, murders, and drug, and they're putting all t

tommy thompson. he was hugely popular. democrats and independents remember voting for him in the late a.d.'s and 90's. but he has not faced a voter since 1998. he thought about running for governor in 2006, senate in 2010. he ended of delaying his decision and then ended up not running. a lot of the conservatives in the state have questions about his record in terms of spending. this is before the tea party movement sort of took over the republican party. now what we are seeing is tommy thompson has a pretty hard feeling. he probably has about 40% of the vote. that means the two other candidates have the opportunity to break in and score something higher than thompson. at the moment, what we see is a two-person race probably between hovde and thompson, although its third candidate is showing some life. it is not clear that newman is surging to the extent that others did, but there is a real chance we could have a three-way race. then again, if the anti-tommy thompson both ends of splintered to much, we could see him as the
