our steve harrigan is right in the middle of it all in ocean city, maryland, where, steve, i'm guessing over the last, what, hour or so, your wind directions have changed considerably? >> >> that's right, shepard. the winds really shooting through ocean city streets right now. and they are strong enough to snap signs. they have been very adamant about trying to keep people off the road. emergency rescue workers. the only vehicles we have seen out in the last hour or two are humvees with national guard. you have really got to be crazy out in a vehicle right now. and more and more as these conditions do continue to get worse. we're hearing about more roads closed either because they are covered with sand or water or simply too dangerous because of the wind. especially we're hearing more bridges shut down, especially for certain types of vehicles. shut down because moving around here is getting too tough. if you look out to the water, we are seeing some really amazing scenes of 15 to 20-foot waives coming through the night and crashing white. we have seen the sea wall over top several time

our steve harrigan is there. steve? >> shepard, you can see the clean up operation underway here along the board walk which is is good news for people like this independent bobcat driver. he has been at it since 9:00 this morning at $100 an hour. even as the clean up goes on, rescue operations in low lying areas are still underway. we're hearing with the mt. vernon fire department. as can you see it's a very low tech operation. basically just going door to door looking for anyone who needs help. they have been finding a lot of them. even a day after the storm. ma'am, how are you doing? >> i'm doing fine. cold. >> how was the storm? >> the storm was terrible. >> were you scared? >> scared, not scared, just the baby. more scared for the baby than me. >> do you feel like -- came to rescue you. >> yes. we have been waiting since 1:00 yesterday. [ laughter ] >> it was a pretty low tech operation. some of those firefighters basically putting people on their backs or over their shoulders and carrying them out. one volunteer at

steve harrigan live from ocean city, maryland. steve, it has sounded awful there for hours. >> shepard, it has been awful for hours. some heavy winds and rain and really no way to get in or out of ocean city due to closures of some of the main roads and highways. as far as rescues go we have just heard from rescue operations workers here in ocean city. they have carried out at least 30 so far tonight. this is mainly national guard troops moving in humvees going to places where people are simply afraid the water is rising too high for them. calling for rescues. at least 3 or 400 people in shelters overnight and as far as the situation goes, with the flooding, downtown ocean city, parts of it it are heavily flooded and sealed off. one man spoke to us of having chest deep water when he he was walking through it. as far as the main pier goes here on the board walk where water has been overtopping that iconic pier has been smashed by 15 or 20-foot waves. we still have electric power where we are, but there are reports of up to 30 or 40

steve harrigan has the impact from ocean city, maryland but right now let's take it to jeff flock in point pleasant beach new jersey. jeff? jeff: a little bit of ground zero for you, liz, at this hour south jersey really in the sights of this and for the worst of the storm. it's extraordinary in i have not covered a hurricane that has been -- the on set of which has been like this, which is just steady blowing, raining, coming at you, a sandblasting you, and no let-up. usually there's a let-up. usually there are fingers, there are ribbons of intensity that come in. this is just all blow coming straight at you. take a look at this sea foam on the beach, and i will tell you, we are not that far away from low tide. the key is going to be tonight when we get to high tide here because you see that surf behind me, the wind that has been pushing that surf begins to then cooperate with the tide at about 7:16 local time here in point pleasant beach new jersey and that begins to drive that water inland. that's what's going to do all the damage. not so much the wind. there's minor wind damage s

steve harrigan has more. this was a fair win? >> shepherd, the opposition is conceding defeat, but also at the same time making real complaints. saying that chavez used tens of millions of dollars of government oil money to pretty much buy votes, spend it on public housing and spend it on pensions. so much so that there is real concern that the currency may have to be devalued pretty soon, shep. >> shep: steve, is there anything to come out of this that's positive for the united states? >> i think for u.s. policy makers, it is positive that this election was largely peaceful. more than 80% turnout, people waiting in lines for hours. there is concern, though, with chavez's direction, both domestically, he supplies 10% of the u.s. oil. he says he wants to sell more to china, less to the u.s. but real concerns about chavez's foreign policy. over the past several years, he's built a strong alliance with iran. that's something he intends to continue. so that's a worrying spot for u.s. policy makers. >> shep: steve harrigan, thank you.

steve harrigan is live in our florida newsroom. tell us more about this lengthy ballot. >> shepard, it's really these 11 constitutional amendments which make the ballots so long. for the average voter they estimate it could take up to 22 minutes just to read the ballots. so there is real concern on election day some voters may simply drop out. >> you get people who look at this long ballot. it's 5, 6, 7, 8, 12 pages long and they say that's too much for me to tackle. they get put off and don't go at all. people who might go and vote for senate and congress suddenly look at this as a daunting task and now they are not going to do it at all. >> those 12 pages printed on both sides in english, spanish and creole will have to be scanned into a machine one page at a time. >> shepard: i guess people can read them online if they want to. what about delays? are they working on a fix? >> right now floridians are being encouraged to vote by mail. several counties also saying they will actually pay the postage. it's going to be 1.50 for the b

yesterday steve harrigan warned this could happen. >> the wind is pick up with gusts up to 45 miles an hour and the rain is heady as well. the rain sometimes up to 1 inch every two hours. you can look out at this beach. it's coming up to the seawall sometimes topping over the seawall. the waves have gotten bigger, too. it's throwing sands on the boardwalk and some of the destruction beginning, some of these fences knocked down, water beginning to seep into building. iconic pier has been partially destroyed. megyn: steve, how bad is it down there. >> reporter: the water is still rising in chrisfield and rescue operations have been going on throughout the day. we followed some first responders and the people they were rescuing. ma'am, how are you doing? how was the storm? >> the storm was terrible. >> reporter: were you scared? >> more scared for the baby than me. we have been awake since 1:00 yesterday. >> reporter: it was amazing to see the firefighters carry out children through the water to safety. some people are deciding to ride it out. julie, why are you still here? how are things

steve, thank you very much. steve harrigan reporting from ocean city. we have folks posted up and down the east coast and really nobody knows how bad this is going to be because so much of it is really unprecedented in terms of what we're looking at. you have thousands of people who have already been evacuated from their homes. steve timber joins us now a meteorologist and storm chaser one of the rare breed that likes to drive into things, that is what he is doing right now, chasing hurricane sandy. he is driving in south indiana towards the coast. we have him on the phone. reed, good morning. >> good morning. martha: you talk a lot about, what is so unusual about this storm with the cold air mass and basically sucking this hurricane onto the shore? talk to us about why this time is so different. >> well, this is very unusual storm. it is a merger basically of two different entities or two different types of cyclones. you have a hurricane and it is a very large hurricane at that. a lot like hurricane ike in 2007 that had such a bad storm surge. it is me

steve harrigan is live in ocean city, maryland. is not far from where sandy hit. how bad is it where you are, steve? good morning to you. >> reporter: good morning, martha. it is worse here on the bay side of ocean city, maryland, than where we saw the storm coming in. it really peaked with high winds at 5:00 p.m. certainly hurricane gusts. this area of downtown ocean city was largely closed off. there was a mandatory evacuation. it looks like a ghost town. this st. louis avenue is pretty much turned into a river. it is a pretty strong current coming in. you can see the car half underwater behind me. most of the people are gone. there will be significant flooding. it looks like it will take a long time for this to clear up. there are some towns even worse shape than this. we'll try to get over there later today. as far as damages go, the main pier has been completely chewed up by 15 foot waves we saw last night and there were at least 15 rescues carried out overnight by rescue guard and rescue workers. two fatalities in maryland. one from a tree coming down and a

steve harrigan live in our miami bureau with more. steve. >> reporter: the original number in this case was 36. that was brought to florida state officials by a watchdog organization that claim that the 34 people vote ned florida and in a second state at the same time in a previous federal election. out of those 34 cases so far state officials have found enough evidence in two of them to pass them onto law enforcement but they will continue to review the other 34 cases. there are concerns about the state of florida as a potential site for double voting. for one thing it is a place where people have second homes and absentee balloting could enable them to vote in other places, the main reason being there is no national database of voter registration. florida unlike many other states doesn't participate in regional information sharing with other states. so it's hard to cross check if you're registered to vote in florida whether or not you could be registered in another state to vote at the same time. megyn. megyn: thank you. more than 4
