we can't say for sure what ryan meant there. but keeping them honest the election day picture was a bit more complicated than that. turnout among african-american voters was up this year and turnout was up in swing state cities but down in others. and the president's win was not solely dependent on black or urban voters. he also won more than 7 in 10 asian, latino voters, 6 in 10 young voters and 55% of women voters nationwide. what's more, white voters played a big role in the president's re-election. although romney won white voters nationwide the picture isn't quite so clear-cut when you look at swing states. in iowa, wisconsin, new hampshire, colorado and minnesota, president obama did better among white voters than either john kerry or al gore did. president obama won in some key swing states with predominantly white voters. many of them live in the suburbs or rural areas. take iowa, where white voters made up 93% of the electorate. more than half of those voters, 51%, backed president obama to 47% for romney. it was the sa

ryan told abc that the president didn't have a mandate. rather, he and his house gap gop have one. he said i think the ideas we talked about, i think they're popular ideas. did the election not happen? >> when they say they're popular ideas, they believe that -- >> that the electorate dismissed them and did not vote for them. >> but they believe that the issue of the debt is still one that they're very strong on, that people do not like to have the $16 trillion debt, that their policies are the best moving forward. but, look, martin, if anything else what you are seeing here is a very smart political ploy by speaker boehner trying not to allow what happened in august of 2011 to happen again, which is one of his lieutenants not having his back. we saw that with eric cantor back in the summer of 2011. a lot of folks said that eric cantor was not brought in the circle enough with john boehner and was going to scuttle any deal he could have made with the president. so john boehner is doing some sort of, i would say, pre-emptive keeping his friends closer that time around than the last

what do you say will be ryan's posture going in? what is ryan like to work with. do you think this will change him, humble him or dig in and have another confrontation with the president? >> paul ryan is a very pleasant man, but a very rigid one. and it's clear to me, he is for higher military spending, he is for keeping taxes low on the wealthiest people. he's trying to undo the legacy of domestic programs to improve the quality of life. i expect him to continue to do that. i do have to comment on this very strange complaint. apparently his complaint is that people voted. and people voted who were the kind of people who weren't supposed to vote. they tried to do voter suppression. this notion, oh, my god, we lost because people voted. it's a little like complaining, you know, we lost that ball game because the other team got too many runs. i mean, it literally makes no sense to complain you lost because people voted. that's what people are supposed to do. it does reveal their mentality, which is those people, those urban people. they're not supposed to vote. we c
